<br />30 In early 2024, the Roseville Police Department assigned one officer to the Minnesota Bureau of Criminal <br />31 Apprehension’s Violent Crime Reduction Unit (VCRU). The position is established under a three-year <br />32 contract, fully funded by the State of Minnesota, and is part of a statewide effort to reduce violent crime <br />33 through coordinated investigations, information sharing, and data-driven enforcement. The VCRU brings <br />34 together investigators and analysts from local, county, state, and federal agencies to focus on repeat <br />35 offenders, firearms-related crime, and organized criminal networks. <br />36 Since joining the unit, Roseville’s assigned investigator has worked alongside BCA personnel and <br />37 partner agencies across Minnesota to support major investigations, conduct intelligence analysis, and <br />38 facilitate the exchange of critical information between jurisdictions. This collaboration has led to several <br />39 significant case outcomes, improved coordination between agencies, and enhanced Roseville’s access <br />40 to investigative resources, technology, and statewide intelligence systems. <br />41 Participation in the VCRU has also contributed to broader violent crime reduction efforts across the <br />42 region, particularly through targeted enforcement initiatives and rapid information sharing in gun-related <br />43 cases. The unit’s work continues to demonstrate measurable success, including improved clearance <br />44 rates, enhanced situational awareness, and a stronger statewide approach to addressing violent crime. <br />45 The BCA has indicated that this position will continue to be funded by the State of Minnesota. The <br />46 Roseville Police Department remains extremely fortunate to participate in this program and will continue <br />47 leveraging this partnership to strengthen regional collaboration and improve public safety outcomes. <br />48 <br />49 <br />50 Policy Objectives <br />51 The purpose of this presentation is to provide the City Council with information on two specialized police <br />52 assignments that advance the City’s public safety and community engagement goals. These <br />53 partnerships support data-driven policing, regional collaboration, and proactive crime prevention. <br />54 Sharing these updates promotes transparency and accountability while highlighting the department’s <br />55 commitment to innovative, community-centered service delivery. <br />56 <br />57 Equity Impact Summary <br />58 This update reflects the City’s commitment to equitable and inclusive public safety by ensuring that all <br />59 community members have access to responsive, transparent, and fair services. Both assignments <br />60 strengthen trust through collaboration, data-informed strategies, and partnerships that support consistent <br />61 and professional policing across the community. These efforts help ensure that resources are deployed <br />62 effectively and that residents, visitors, and businesses experience a sense of safety and belonging. <br />63 Together, they promote a safer and more connected Roseville for everyone. <br />64 <br />65 Budget Implications <br />66 There is no direct budget impact to the City, as both the Rosedale Retail Unit and the Bureau of Criminal <br />67 Apprehension (BCA) Violent Crime Reduction Unit (VCRU) positions are fully funded by external <br />68 partners. However, these assignments provide significant indirect benefits by increasing overall sworn <br />69 capacity, reducing call loads on patrol officers, and allowing patrol staff to focus their efforts within <br />70 neighborhoods.
