Since the 2026 budget and levy will have a public hearing on <br />84 December 1 and final approval on December 8, a decision on the use of franchise fees will <br />85 need to be made soon. <br />86 <br />87 Policy Objectives <br />88 The implementation of franchise fees would provide an alternative revenue source to pay <br />89 for right-of-way infrastructure capital costs that would cover all properties in Roseville, <br />90 including tax-exempt parcels. <br />91 <br />92 Equity Impact Summary <br />93 The adoption of franchise fees may disproportionately burden low-income households. <br />94 These residents often spend a higher percentage of their income on utilities and may live in <br />95 older, less energy-efficient housing. In addition, franchise fees are often misunderstood by <br />96 the public and can lead to mistrust of government, especially for communities with <br />97 language barriers or limited access to civic information. <br />98 <br />99 Budget Implications <br />100 The additional revenue from franchise fees would be used to replace existing levy funds put <br />101 towards right-of-way infrastructure capital funds and allow for reallocation of existing levy to <br />102 other parts of the City budget.
