Attachment 1 1 City of Roseville 2 ORDINANCE NO. 3 4 AN ORDINANCE GRANTING TO NORTHERN STATES POWER COMPANY, A 5 MINNESOTA CORPORATION, ITS SUCCESSORS AND ASSIGNS, A 6 FRANCHISE TO CONSTRUCT, OPERATE, REPAIR AND MAINTAIN IN THE 7 CITY OF ROSEVILLE, MINNESOTA, AN ELECTRIC DISTRIBUTION SYSTEM 8 AND TRANSMISSION LINES, INCLUDING NECESSARY POLES, LINES, 9 FIXTURES AND APPURTENANCES, FOR THE FURNISHING OF ELECTRIC 10 ENERGY TO THE CITY, ITS INHABITANTS, AND OTHERS, AND TO USE THE 11 PUBLIC WAYS AND PUBLIC GROUNDS OF THE CITY FOR SUCH PURPOSES. 12 13 14 THE CITY OF ROSEVILLE ORDAINS: 15 16 SECTION 1.DEFINITIONS. 17 18 For purposes of this Ordinance, the following capitalized terms listed in alphabetical order 19 shall have the following meanings: 20 21 City. The City of Roseville, County of Ramsey, State of Minnesota. 22 23 City Utility System.Facilities used for providing public utility service owned or operated 24 by the City or an agency thereof, including sewer, storm sewer, water service, street 25 lighting and traffic signals, but excluding facilities for providing heating, lighting, or other 26 forms of energy. 27 28 Commission.The Minnesota Public Utilities Commission, or any successor agency or 29 agencies, including an agency of the federal government which preempts all or part of the 30 authority to regulate electric retail rates now vested in the Minnesota Public Utilities 31 Commission. 32 33 Company. Northern States Power Company, a Minnesota corporation, its successors and 34 assigns including all successors or assigns that own or operate any part or parts of the 35 Electric Facilities subject to this franchise. 36 37 Electric Facilities. Electric transmission and distribution towers, poles, lines, guys, 38 anchors, conduits, fixtures, and necessary appurtenances owned or operated by the 39 Company for the purpose of providing electric energy for public. 40 41 42 Notice.
