Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: November 25, 2025 ITEM: 4.b. <br />ITEM DESCRIPTION: 2026 Public Works Work Plan <br />Background <br />Each year, Public Works staff monitors and evaluates the condition of City infrastructure systems to develop <br />capital improvement plans. We also work closely with other agencies, including watershed districts, <br />neighboring cities, Ramsey County, and MnDOT, to make improvements to our systems as part of their <br />projects within Roseville. The proposed work plan is consistent with the 20-year capital improvement plan <br />and pavement management program policies. The following projects and initiatives are recommended for <br />2026: <br />Pavement Management Program (PMP) <br />Each year, the Public Works Department evaluates street pavement needs based on the City's <br />Pavement Management Program. Based on pavement condition, streets are recommended for mill and <br />overlay (M&O), full depth reclamation (FDR), or reconstruction — next year's proposal includes 5.13 miles <br />of M&O on local roads, 1.51 miles of FDR on local and Municipal State Aid (MSA) roads, and 0.24 miles <br />of reconstruction of Terminal Road (an MSA road), if bid prices are favorable. Spot curb replacements <br />are also done at the same time. The work will be funded by Municipal State Aid and the Street Fund. <br />2. Pathways/Parking Lots <br />Three previously proposed new pathways have shifted to 2026 construction (Lexington Avenue from <br />TH36 to County Road B, between the Wagner Avenue and Western Avenue cul-de-sacs, Twin Lakes <br />Trail Phase 2 south of Oasis Pond) and a new pathway segment by Keya Park has been added. <br />Additionally, pathways in Villa Park, Central Park around Bennett Lake, portions in Materion Park, and <br />along Terminal Road, are proposed to be resurfaced in 2026, along with parking lots at the dog park off <br />Larpenteur Avenue and at Reservoir Woods off Stuber Road. <br />3. Utility Infrastructure <br />Sanitary Sewer System: Cohansey Lift Station will be upgraded in 2026. Additionally, a consultant is <br />being retained to assist in development of assembling plan sheets for a larger 2026 sewer lining <br />project(s) to address large or critical pipe segments. The 10-year work plan for lift stations will be <br />completed by the consultant in early 2026, and staff will integrate implementation of the plan into future <br />Capital Improvement Plans. <br />Water Distribution System: Repairs and adjustments to watermain and structures will occur with <br />maintenance and PMP activities. Watermain replacement on Walnut Street and Hamline Avenue are <br />planned for 2026. The Booster Station improvements planned for this year, are now planned for 2026 <br />(upgrades to the roof, security, interior noise attenuation, and the installation of a 40kW PV array paid <br />partially with a Minnesota Department of Commerce grant). <br />Storm Sewer System: Storm sewer associated with the Twin Lakes Trail Phase 2 and PMP will be done <br />with Storm Sewer Funds. In addition, sections of pipe on Cohansey Street, Dale Street, and Wilder <br />Avenue will be slip lined. There are drainage improvements planned for Cohansey and Marion Streets, a <br />pump replacement for the waterfall at Bennett Lake, and staff are working to dredge Willow Pond in the <br />winter of 2026-2027. Vegetation maintenance will be done in City Ditch 2, as staff continue to plan for <br />future drainage improvement projects along the ditch. The 10-year work plan for lift stations will be <br />completed by the consultant in early 2026, and staff will integrate implementation of the plan into future <br />Capital Improvement Plans. <br />Page 10 of 35 <br />
