Attachment 6 <br />1 City of Roseville <br />2 ORDINANCE NO. <br />3 <br />4 AN ORDINANCE IMPLEMENTING A GAS SERVICE FRANCHISE FEE <br />5 ON NORTHERN STATES POWER COMPANY, A MINNESOTA <br />6 CORPORATION, ITS SUCCESSORS AND ASSIGNS, FOR PROVIDING <br />7 GAS SERVICE WITHIN THE CITY OF ROSEVILLE <br />8 <br />9 <br />10 THE CITY OF ROSEVILLE ORDAINS: <br />11 <br />12 Section 1. Purpose. The Roseville City Council has determined that it is in the <br />13 best interest of the City to impose a franchise fee on those public utility companies <br />14 that provide gas services within the City of Roseville. Pursuant to City Ordinance <br />15 No. ____, a Franchise Agreement between the City of Roseville and Northern <br />16 States Power Company, a Minnesota corporation, its successors and assigns, <br />17 (“Company”) the City has the right to impose a franchise fee on the Company. <br />18 <br />19 Section 2. Terms. A franchise fee is hereby imposed on the Company under its <br />20 gas franchise in accordance with the amount and fee design set forth in the fee <br />21 schedule attached as Exhibit A to this Ordinance commencing with the <br />22 Company’s March 2026 billing month. <br />23 This fee is an account-based fee on each premise and not a meter-based fee. In <br />24 the event that an entity covered by this ordinance has more than one meter at a <br />25 single premise, but only one account, only one fee shall be assessed to that <br />26 account. If a premise has two or more meters being billed at different rates, the <br />27 Company may have an account for each rate classification, which will result in <br />28 more than one franchise fee assessment for gas service to that premise. If the <br />29 Company combines the rate classifications into a single account, the franchise <br />30 fee assessed to the account will be the largest franchise fee applicable to a <br />31 single rate classification for energy delivered to that premise. In the event any <br />32 entities covered by this ordinance have more than one premise, each premise <br />33 (address) shall be subject to the appropriate fee. In the event a question arises <br />34 as to the proper fee amount for any premise, the Company’s manner of billing <br />35 for energy used at all similar premises in the city will control. <br />36 Section 3. Payment and Fee Modification. The franchise fee shall be payable <br />37 to the City in accordance with the terms set forth in Section 8 of the Franchise. <br />38 Section 4. Surcharge. The City recognizes that the Minnesota Public Utilities <br />39 Commission may allow the Company to add a surcharge to customer rates of <br />Qbhf!242!pg!384 <br /> <br />
