Consider a Request for an Approved Planned Unit Development to Allow a <br />52 Home Design that is Different from the Design Approved in 2005 (PF25-010) <br />53 Chair Bjorum opened the public hearing for PF25-010 at approximately 6:34 p.m. and <br />54 provided an overview of the purpose and process of a public hearing. He advised that <br />55 this item will be before the City Council on November 24, 2025. <br />56 <br />57 Senior Planner Bryan Lloyd summarized the request as outlined in the staff report <br />58 dated November 5, 2025. <br />59 <br />60 Mr. Lloyd explained that the proposed amendment involves changing the townhomes <br />61 from single-story to two-story designs. He reviewed the history of the PUD, the <br />62 current state of the lots, and the proposed changes, including their impact on the site <br />63 and surrounding areas. <br />64 <br />65 Member Campbell Jensen inquired whether the footprint of the proposed buildings <br />66 would change significantly. <br />67 <br />68 Mr. Lloyd explained that the footprint would be a bit smaller than the original plan. <br />69 <br />70 Member Barstad expressed concerns regarding wetlands, historic flooding, and the <br />71 effects on grading and drainage. <br />72 <br />73 Mr. Lloyd recognized the possibility of changing the layout to enhance drainage and <br />74 fulfill stormwater specifications. <br />75 <br />76 Mr. Mark Olson, the owner of Joshua Markham Builders, and Lawrence Aderinkomi, <br />77 the property owner, introduced themselves. <br />78 <br />79 Mr. Olson explained the reasoning behind the two-story design and the possibility of <br />80 an HOA managing maintenance. <br />81 <br />82 Member McGehee asked about the watershed involved. <br />83 <br />84 Mr. Lloyd confirmed that it is the Capital Region Watershed. <br />85 <br />86 Public Comment <br />87 <br />88 Ms. Kristin Thul, 170 & 160 Elmer St <br />Qbhf!2:2!pg!384 <br /> <br />
