<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 10.g. <br />Department ApprovalCity Manager Approval <br />Item Description:Resolution Requesting Funding From Metropolitan Council <br /> Environmental Services’ 2026 Private Property Inflow and Infiltration <br />Grant Program <br />1 <br />2 Background <br />3 The 2022 Minnesota Legislature amended Minn. Stat. § 471.342 to allow the Met Council <br />4 to provide grant funding to local municipalities to assist private property owners with costs <br />5 associated with repairing infiltration and inflow (I/I) issues on privately-owned sanitary <br />6 services. In 2024, the Metropolitan Council Environmental Service (MCES) implemented a <br />7$1.5 million pilot grant program for these repairs. In 2024, Roseville requested $75,000 and <br />8 was awarded $40,000 that was, in turn, granted to eight property owners for repairing their <br />9 sewer services, and in 2025 Roseville requested $175,000 in funding and was awarded <br />10$53,000 to eleven property owners. <br />11 <br />12 In 2026, MCES will again provide $1.5 million to local municipalities to administer grant <br />13 programs and noted they will award half of the funds evenly between applicant cities, and <br />14 the remaining half will be based on the amount requested. Staff proposes requesting <br />15$225,000 in funding in the hopes to further advertise the program and assist 20 to 35 <br />16 property owners. Grant applications are due November 28, 2025, to MCES and one of the <br />17 required documents is a resolution authorizing application. This resolution would allow the <br />18 City of Roseville to apply for the grant program. <br />19 <br />20 MCES intends to notify cities of their grant amounts on December 15, 2025. If the City of <br />21 Roseville is approved for funding, an agreement with MCES will need to be executed prior <br />22 to funds becoming available. This resolution would authorize the City Manager to sign the <br />23 agreement. The City Attorney has reviewed the agreement. <br />24 <br />25 Policy Objectives <br />26 The City is required to limit I/I into its sanitary sewers under MCES regulation, thereby <br />27 reducing unnecessary trunk pipe upsizing and treatment of stormwater at sanitary sewer <br />28 treatment plants. <br />29 <br />30 Equity Impact Summary <br />31 The 2025 Private Property Inflow and Infiltration (I/I) Grant Program guidelines allow for <br />Page 1 of 2 <br />Qbhf!321!pg!384 <br /> <br />
