32 equity criteria to be established by each city in alignment with Thrive MSP 2040. In 2025, <br />33 the City chose to use Ramsey County tax-assessed home values and the Met Council <br />34 home ownership affordability limits to establish a simple equity criteria that was easy to <br />35 administer and did not require staff to receive or review personal financial information. This <br />36 means that, for 2025, the affordable home price for a family at 80% of the area median <br />37 income (AMI) was $306,500. Applicants that meet the criteria could receive 80%, up to <br />38$8,000, of eligible sewer repair expenses; whereas those that did not meet the criteria <br />39 could receive 50%, up to $5,000, of eligible expenses. In 2024, three of the eight recipients <br />40 met the criteria, and in 2025 four of the eleven met the criteria. In 2026, staff hopes to see <br />41 an increase in recipients of the grant funds to those that meet an equity criteria and will <br />42 continue to reach out to eligible property owners through mailings and advertisement of the <br />43 program on all forms of media. <br />44 <br />45 Budget Implications <br />46 The City is requesting $225,000 in funds. If approved, staff would use the sanitary sewer <br />47 fund to reimburse residents and then the City would be reimbursed by grant funds.
