EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />th <br />2 of Roseville, County of Ramsey, Minnesota, was duly held on the 24 day of November, <br />3 2025, at 6:00 p.m. <br />4 The following members were present: and the following members were <br />5 absent: . <br />6 Councilmember introduced the following resolution and moved its adoption: <br />7 RESOLUTION No. <br />8 APPROVAL OF GRANT AGREEMENT BETWEEN METROPOLITAN <br />9 COUNCIL AND THE CITY OF ROSEVILLE FOR 2026 PRIVATE PROPERTY <br />10 INFLOW AND INFILTRATION GRANT PROGRAM <br />11 WHEREAS, the Metropolitan Council Environmental Services (MCES) has identified the <br />12 City of Roseville as one of many metro cities having excessive quantities of stormwater <br />13 and groundwaterentering the public sanitary sewer system, commonly referred to as Inflow <br />14 and Infiltration (I/I); and <br />15 WHEREAS, reducing I/I will remove and prevent clear water from entering the water <br />16 treatment system; and <br />17 WHEREAS, private sanitary services are the largest source of I/I, but receive the least <br />18 mitigation; and <br />19 WHEREAS, the 2022 Minnesota State Legislature amended Minn. Stat. § 471.342 to allow <br />20 Metropolitan Council Environmental Services (MCES) to provide grant funding to local <br />21 municipalities to assist private property owners with costs associated with repairing sewer <br />22 infrastructure on their property; and <br />23 WHEREAS, the 2026 Private Property Inflow and Infiltration Grant Program provides $1.5 <br />24 million in wastewater revenue tolocal municipalities to establish a program for providing <br />25 grants to private property owners to help with I/I repairs; and <br />26 WHEREAS, the City of Roseville is willing to faithfully administer all terms of the grant <br />27 for the benefit of its property owners. <br />28 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br />29 Minnesota, that the City Manageror their designee be authorized to submit the applications <br />30 and to serve as the contact person. <br />Qbhf!323!pg!384 <br /> <br />
