<br />28 <br />29 Public Hearing <br />30 The purpose of the public hearing for such an application is to consult the public; it is an opportunity for <br />31 the public to learn the relevant facts about the proposal, ask clarifying questions, and provide input <br />32 pertaining to the relevant facts as well as the analysis of the facts presented by City staff. <br />33 <br />34 Preliminary Plat Analysis <br />35 Roseville’s Development Review Committee (DRC) met to review the proposed subdivision plans. <br />36 Because no development is contemplated with the proposed plat, members of the DRC did not have the <br />37 sort of development-related comments that typically accompany plat proposals, although the Parks and <br />38 Recreation Director determined that review by the Parks and Recreation Commission for their <br />39 recommendation about park dedication would be appropriate at such time as the proposed outlot is <br />40 platted for future development. Beyond this, the only other relevant considerations pertain to whether Lot <br />41 1 conforms to the various provisions in the zoning code. <br />42 <br />43 Proposed Lots <br />44 While there are no minimum dimensional standards for lots in the HDR District, the proposed 2.25-acre <br />45 Lot 1 has sufficient area that the 50-bed care facility represents a residential density of less than the <br />46 standard limit of 24 units per acre, and it ensures that the existing improvements remain below the limit <br />47 of 75% coverage of the lot. <br />48 <br />49 Setbacks <br />50 The proposed southern boundary of Lot 1 is located such that it is at least 30 feet from the southern wall <br />51 of the existing building, which meets the minimum rear yard setback requirement. <br />52 <br />53 Tree Preservation <br />54 Unlike typical plat applications, no tree preservation plan is necessary at this time because no <br />55 development is proposed. <br />56 <br />57 Public Comment <br />58 As of the time this RCA was drafted, Planning Division staff had not received any communication from <br />59 the public except for one person who called for some clarification of how the public hearing notice should <br />60 be understood. <br />61 <br />62 Policy Objectives <br />63 Facilitate development and redevelopment of land consistent with the guidance of the future land use <br />64 plan.
