REQUEST FOR COUNCIL ACTION <br />Date: 12/1/2025 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Conduct 2026 EDA and City Budget and Levy Public Hearing <br />1 <br />2 Background <br />3 At the March 3, 2025, City Council meeting, the Council established a general timeline for <br />4 the 2026 budget process including the following key dates: <br />5 <br />6 <br />7 <br />8 The City Council has now been asked to hold the final budget hearing. The purpose of the <br />9 hearing is to provide citizens with an opportunity to provide input on city programs and the <br />10 Budget and to gauge their willingness to pay additional property taxes and fees in order to <br />11 maintain programs at current service levels. The City Council can then use this input to <br />12 help guide the setting of a final tax levy and budget. <br />13 <br />14 2026 Preliminary Tax Levy & Budget <br />15 The City Manager presented a base budget which totaled $81,257,257 with a property tax <br />16 levy of $33,135,726, which was a $2,418,267 increase or 7.87% over last year.
