Attachment 2
2026 Capital Improvement Plan
Project/Initiative Summary

Department/Division: Parks and Recreation
Project/Initiative Title: Natural Resources Restoration Program
Total Estimated Cost: $75,000
Funding Source: Parks and Recreation CIP
Annual Operating Budget Impact: \[NA\]

Project/Initiative Description:
This project is striving to enhance over 170 acres of natural areas across 23 Parks for
improved fish and wildlife habitat, water quality, biodiversity, and habitat for rare
species such as the federally endangered rusty-patched bumble bee, monarch, and
other pollinators. Project activities include invasive plant removal, native plantings,
prescribed fire, selective weed tree removal, and engaging and supporting volunteers
in natural resources stewardship actions. Activities will directly impact and improve
remnant oak woodland, oak savanna, prairie, lowland hardwood, and wetland
habitats, and indirectly benefit waterbodies through higher-quality upland buffers.
The project closely integrates volunteer stewardship activities with contracted tasks
that require specialized training and equipment--to accelerate restoration progress.
Project acres have undergone initial restoration; this project primarily seeks to
capitalize on the initial restoration investment by promoting further establishment,
and improving species diversity, stability, and long-term resilience of target plant
communities. The project work plan was developed based on Roseville's 2024 Natural
Resources Management (NRM) Master Plan--focusing on management unit areas,
activities, and objectives identified as high priority for implementation over the next 5
years. The work plan also strives for equity in access to high-quality natural areas by
including natural resource enhancement actions in parks throughout the Roseville
community. Lastly, our Volunteer Stewardship Network program will conduct over 60
planned events and support additional volunteer-led events and opportunities for
volunteers to contribute hands-on to this project.

Project Subtotal $685,889
Grant Money Requested $500,000
Volunteer Match $ 50,000
CIP Funding $185,889 (Over 4 Years)

Location:
The Parks and Recreation System for natural resources restoration efforts.

Page 75
Qbhf!266!pg!472
