<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/5/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Public Works 2026 Work Plan <br />1 <br />2 Background <br />3 Each year, Public Works staff monitors and evaluates the condition of City infrastructure <br />4 systems to develop capital improvement plans. We also work closely with other agencies, <br />5 including watersheds, Ramsey County, and MnDOT, to make improvements to our systems <br />6 as part of their projects within Roseville. The following construction projects (Attachment 1) <br />7 and initiatives are recommended for 2026. The proposed work plan is consistent with the <br />8 20-year capital improvement plan and pavement management program policies. <br />9 <br />10 The overall construction cost of the Public Works 2026 Work Plan is approximately $9.6 <br />11 million. <br />12 <br />13 Staff presented the Public Works 2026 Work Plan to the Public Works, Environment and <br />14 Transportation Commission on November 25, 2025. The draft meeting minutes are <br />15 included as Attachment 2. <br />16 <br />17 1. Pavement Management Program (PMP): Each year, the Public Works Department <br />18 evaluates street pavement needs based on the City’s Pavement Management Program. <br />19 Streets in marginal condition are recommended for mill and overlay – this year 5.1 miles of <br />20 roads are proposed to be milled and overlayed, 1.5 miles reclaimed, and 0.2 miles <br />21 reconstructed, assuming bid prices are favorable. Spot curb and pedestrian ramp <br />22 replacements are also done at the same time. The work will be funded by the Street Fund <br />23 and Municipal State Aid. <br />24 <br />25 2. Pathways/Parking Lots: Five new pathways proposed for 2026: <br />26 Twin Lakes Trail Phase 2, south of Oasis Pond <br />27 Lexington from County Road B to TH 36 <br />28 Path between Wagner Avenue and Western Avenue cul-de-sacs <br />29 Hamline from County Road C to County Road C2 <br />30 Path segment by Keya Park <br />31 Pathways proposed to be resurfaced: <br />32 In Villa Park <br />Page 1 of 5 <br />Qbhf!5!pg!2:6 <br /> <br />
