<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/12/2026 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Approval of a Contract with Axon for a Records <br />Management System and Integrated Public Safety Technology <br />1 <br />2 Background <br />3 The Roseville Police Department seeks Council approval to enter into a time-limited partnership with <br />4 Axon to replace the Roseville Police Department’s Records Management System (RMS) and gain <br />5 access to a fully integrated public safety technology ecosystem, addressing longstanding operational <br />6 challenges while leveraging a rare cost-saving opportunity through a regional collaboration with the St. <br />7 Paul Police Department. <br />8 The Roseville Police Department’s current Records Management System (RMS) presents ongoing <br />9 operational challenges that were identified and validated through an independent review of police <br />10 operations and efficiencies conducted by the Axtell Group. These challenges include system <br />11 performance issues, redundant data entry, unresolved functionality such as online reporting, and <br />12 security concerns related to a county-hosted environment. Collectively, these issues impact operational <br />13 efficiency, data accuracy, staff workload, and overall service delivery. <br />14 In 2025, the St. Paul Police Department entered into an agreement with Axon to design and implement a <br />15 new RMS platform. Because Roseville shares similar operational needs and the same dispatch center, <br />16 Axon has offered Roseville a rare opportunity to join St. Paul’s RMS development project. <br />17 This arrangement allows Roseville to implement a modern and cloud-based RMS at a significantly <br />18 reduced cost while maintaining a separate contract and RMS system. Axon typically does not offer RMS <br />19 services to agencies of Roseville’s size; however, because St. Paul’s system is still in the design phase, <br />20 Axon has extended this time-limited opportunity to Roseville. <br />21 Joining St. Paul’s Axon RMS project would allow Roseville to replace its current RMS with a fully <br />22 integrated, cloud-based platform that improves reliability, cybersecurity, and operational efficiency. Key <br />23 benefits include: <br />24 Cost efficiency: Participation in St. Paul’s rollout results in pricing estimated to be three to four <br />25 times lower than standard RMS costs for a mid-sized agency. <br />26 Operational improvement: The Axon RMS integrates directly with body-worn cameras, squad <br />27 cameras, digital evidence, and reporting tools—reducing redundant data entry and <br />28 administrative workload. <br />29 Cybersecurity and resilience: Axon’s platform is cloud-based, independently audited, and <br />30 designed with redundancy, encryption, and disaster recovery safeguards. <br />31 Technology consolidation: The bundled agreement replaces multiple third-party systems with <br />32 a single ecosystem, improving efficiency and reducing long-term costs. <br />Page 1 of 3 <br />Qbhf!55!pg!367 <br /> <br />
