Axon requires a commitment by January 13, 2026, before full system <br />38 design and development begins with St. Paul's project. <br />39 The contract has been reviewed and approved by the City Attorney. <br />40 <br />41 <br />42 Policy Objectives <br />43 Approval of the proposed Axon Records Management System (RMS) partnership advances the City of <br />44 Roseville’s strategic objectives by modernizing critical public safety technology, improving operational <br />45 efficiency, strengthening cybersecurity, and ensuring long-term fiscal sustainability. <br />46 This initiative directly supports the Roseville Police Department’s Five-Year Resource and Operational <br />47 Efficiency Plan by reducing administrative burden, eliminating redundant data entry, improving data <br />48 accuracy, and consolidating multiple systems into a single, integrated platform. These improvements <br />49 allow sworn and civilian staff to focus on core public safety responsibilities and community engagement. <br />50 The proposal aligns with the City’s Strategic Plan, specifically Responsive Services and Safety – Goal <br />51#2, by ensuring the department has the appropriate technology and systems in place to respond <br />52 effectively to community needs. It also supports City Operations – Goal #1 by streamlining workflows, <br />53 consolidating technology platforms, and improving overall operational effectiveness. <br />54 By partnering with St. Paul and implementing Axon’s integrated RMS and technology ecosystem, the <br />55 City makes a strategic investment that aligns with adopted plans, addresses current system limitations, <br />56 and positions Roseville to meet future public safety and operational demands in a cost-effective and <br />57 sustainable manner. <br />58 <br />59 <br />60 Equity Impact Summary <br />61 The implementation of the Axon ecosystem is expected to advance equity by improving the consistency, <br />62 transparency, and accountability of police operations. By streamlining administrative tasks such as <br />63 evidence management and documentation, the department can reduce potential errors or disparities in <br />64 case handling, ensuring fair treatment for all community members. Freed-up staff time allows officers to <br />65 focus more on proactive community engagement, relationship-building, and addressing the needs of <br />66 vulnerable or historically underserved populations. <br />67 <br />68 Many of the technologies included in the Axon ecosystem, such as drones, body-worn cameras, and <br />69 license plate readers, are already in use by the department. Their deployment is guided by strict <br />70 departmental policies, applicable state laws, and independent audits, which are conducted regularly to <br />71 ensure responsible and lawful use.
