<br />81 <br />82 Budget Implications <br />83 No significant financial impacts are anticipated in 2026, as the department’s current Axon contract <br />84 remains in effect and is already budgeted. The new Records Management System is not expected to be <br />85 fully implemented until mid-to-late 2027, allowing costs to be phased in gradually and minimizing near- <br />86 term budget impacts. <br />87 Absent this opportunity, the department anticipated increased costs beginning in 2027 related to <br />88 necessary RMS upgrades, cloud migration requirements, end-of-life TASER replacement, and the <br />89 acquisition of additional technology solutions. Through negotiations with Axon, Roseville is instead able <br />90 to secure long-term cost efficiencies by bundling multiple technologies into a single agreement and <br />91 aligning with the St. Paul Police Department’s RMS rollout. <br />92 This approach provides several key financial benefits, including locked-in 2025 pricing over a ten-year <br />93 period, predictable and stable long-term costs, bundled access to current and future technologies at no <br />94 additional charge, and reduced reliance on multiple third-party vendors. In addition to direct savings, the <br />95 consolidated Axon ecosystem allows the department to phase out redundant systems currently used for <br />96 functions such as online reporting, drone management, policy compliance, training tracking, wellness <br />97 platforms, and video-related software, further reducing ongoing operating costs and administrative <br />98 complexity. <br />99 The proposed Axon RMS represents a fiscally responsible, long-term investment in public safety <br />100 technology that balances near-term affordability with sustainable operational and financial planning. A <br />101 detailed ten-year cost summary and annual breakdown are provided in the attachments. <br />102 Although initial annual costs with the Axon RMS are higher than continuing with the current system, <br />103 projections indicate that over the ten-year contract, costs associated with the existing RMS and <br />104 standalone vendors are expected to rise, narrowing the gap between the two options. In 2027, <br />105 maintaining the current RMS (with a move to a cloud-based solution) is estimated at approximately <br />106$466,000, while participation in the Axon bundled ecosystem is estimated at approximately $534,000. <br />107 Starting in 2028, Axon’s annual costs are projected to cap at $620,000 for the duration of the contract, <br />108 while costs for maintaining and upgrading multiple systems under the current RMS are likely to continue <br />109 increasing.
