REQUEST FOR COUNCIL ACTION <br />Date: 1/22/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Discuss and Consider Policies and Ordinances Related to Federal <br />Immigration Enforcement <br />1 <br />2 Background <br />3 At the January 12, 2026 meeting, the City Council heard extensive testimony from the community <br />4 regarding the federal government's surge in immigration enforcement. After the testimony, the City <br />5 Council directed staff to bring back information about policy options, including amended or new city <br />6 policies or ordinances for the City Council to consider. <br />7 <br />8 Specifically, the Council directed staff to bring back information related to the following items: <br />9 1.Consider amendments to or creation of new policies and/or ordinances to limit, as much as <br />10 possible, DHS, ICE and associated agencies' use of city property, staff and data <br />11(Councilmember Bauer) <br />12 2.No use of any Roseville resources for support of ICE, to include transport, cameras, city data, <br />13 funds, real-time data requests, or information about immigration status. No city staff, including <br />14 Roseville Police, are allowed to participate in civil immigration enforcement. (Councilmember <br />15 Strahan) <br />16 3.All interactions between city staff and DHS/ICE must be documented, publicly disclosed, and are <br />17 subject to City Council oversight. (Councilmember Strahan) <br />18 4.City Council directs the City Manager to train city employees, utilizing written protocols, on how <br />19 to respond to ICE, including when they are to refer a situation to legal counsel. (Councilmember <br />20 Strahan) <br />21 5.On city website, publish guidelines for residents on what orders they must obey and what their <br />22 legal rights are, and how they may utilize RPD to safeguard their freedoms when infringed upon. <br />23(Councilmember Strahan) <br />24 6.City will prohibit agents from any agency from conducting activities in the city of Roseville while <br />25 masked or without providing identifying information. (Councilmember Strahan) <br />26 7.Right of citizens to peacefully protest will be preserved, without interference by Roseville staff or <br />27 police. (Councilmember Strahan) <br />28 8.Signage on Roseville city property, including parks, the city campus, or city-owned buildings, to <br />29 bar ICE from staging or engaging in detention activities. (Councilmember Strahan) <br />30 9.Providing signage at minimal cost to interested private businesses within Roseville to ban ICE on <br />31 their private properties. (Councilmember Strahan) <br />32 10.Charge and prosecute any individuals, ICE or otherwise, who break windows, break into <br />33 vehicles, assault civilians, pull fire alarms, or cause other destruction of property or to persons, to <br />34 the full extent of the law. (Councilmember Strahan) <br />35 11.
