Attachment 5 <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5 * * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />8 Roseville, County of Ramsey, Minnesota was duly held on the 22 day of January 2026, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: , , , , and Mayor . <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. <br />18 <br />19 A Resolution Affirming the Lawful and Appropriate Use of City Resources to Protect Public <br />20 Safety and Community Trust and Directing the City Manager to Establish Policies and <br />21 Procedures Governing the Use of City Resources <br />22 <br />23 WHEREAS, the City of Roseville is home to persons of diverse racial, ethnic, and national <br />24 backgrounds, including a large immigrant and refugee population; and <br />25 <br />26 WHEREAS, all Roseville residents, whether they are U.S. citizens, permanent residents, <br />27 undocumented residents, refugees, asylum seekers, or residents with any other immigration <br />28 status, are valued and integral members of our social, cultural, and economic fabric; and <br />29 <br />30 WHEREAS, many immigrants have created deep ties in Roseville, which they have cultivated <br />31 for themselves, their families, and their communities, including serving on boards and <br />32 commissions, volunteering for the city, and volunteering in the community; and <br />33 <br />34 WHEREAS, the City is committed to building a vibrant, safe and inclusive community where <br />35 all people are welcomed and accepted, and, in furtherance of that commitment, the city respects, <br />36 upholds, and values equal protection and equal treatment for all residents; and <br />37 <br />38 WHEREAS, the Federal Government has the authority and responsibility to conduct <br />39 immigration enforcement under the procedures outlined in federal law; and <br />40 <br />41 WHEREAS, the City has finite resources and it prioritizes using those resources to advance the <br />42 health and safety of its residents, and the enforcement federal immigration laws for the federal <br />Qbhf!36!pg!269 <br /> <br />
