Attachment 5 <br />43 government by city employees would consume limited municipal resources, have deleterious <br />44 effects on public safety, and have a chilling effect on immigrant populations' willingness to report <br />45 crime and cooperate with the city's public safety efforts; and <br />46 <br />47 WHEREAS, City resources include the use of its buildings, parks and other properties, and the <br />48 City intends that those resources be used for the benefit of the city and that no special access, <br />49 assistance, or support will be provided to any federal agency that would not be provided to <br />50 residents; and <br />51 <br />52 WHEREAS, on January 12, 2026, the Roseville City Council held a public hearing to discuss <br />53 recent events involving the Department of Homeland Security (“DHS”), Customs and Border <br />54 Protection (“CBP”), and Immigration and Customs Enforcement (“ICE”, collectively the <br />55 “Enforcement Agencies”) actions in and around the city during “Operation Metro Surge”; and <br />56 <br />57 WHEREAS, hundreds of Roseville residents attended the public hearing and over 70 residents <br />58 testified about their own interactions and observations and about fear for their own safety and the <br />59 safety of others related to the actions of the Enforcement Agencies; and <br />60 <br />61 WHEREAS, based on media reports and information heard in public testimony to the City Council <br />62 on January 12, 2026, the tactics and behaviors by Federal enforcement personnel appear to be <br />63 inconsistent with best law enforcement policies and practices, including those governing the <br />64 Roseville Police Department, and the U.S. Constitution; and <br />65 <br />66 WHEREAS, the tactics and behavior of Federal immigration enforcement officials undermine the <br />67 trust in law enforcement and the safety of the communities everywhere, including Roseville; and <br />68 <br />69 WHEREAS, the City Council has determined that it is in the best interest of the City to clarify <br />70 when and under what circumstances City personnel, property, and resources may be used in <br />71 connection with federal immigration enforcement, consistent with applicable law; <br />72 <br />73 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br />74 Minnesota, that, in support of an in addition to the Council’s adoption of an ordinance clarifying <br />75 the appropriate use of city personnel and resources, the City Manager is directed to develop and <br />76 implement internal policies, procedures, and training consistent with applicable law and the <br />77 intent of this resolution and any related ordinances, to clarify the use of City personnel, property, <br />78 and resources in relation to federal immigration enforcement. <br />79 <br />Qbhf!37!pg!269 <br /> <br />
