259 Policy Objectives <br />260 In consideration of actions regarding federal immigration enforcement, applicable laws and roles of the <br />261 federal government should be acknowledged and the City’s values (Accountability, Integrity, Equity, <br />262 Community and Safety) should be factored into any discussion and decision made by the City Council. <br />263 <br />264 Equity Impact Summary <br />265 The discussion and consideration of Policies and Ordinances relating to Federal Immigration <br />266 Enforcement should be centered on the City's values, accountability, integrity, equity, community and <br />267 safety. At the City Council meeting on January 12, 2026, city staff and city council received public <br />268 testimony from the Roseville community in support of the city taking steps to restrict immigration <br />269 enforcement efforts within the city. Many of these requests increase accountability, encourage integrity, <br />270 advance equity, support the community and increase safety. As a result of the public testimony, the city <br />271 has strengthened policies and ordinances and created a "use of resources" ordinance for consideration <br />272 by city council. <br />273 <br />274 The use of resources ordinance defines the City's protocol related to federal immigration enforcement. <br />275 With the ordinance, the city increases its ability to be accountable to the community when federal <br />276 immigration efforts are taking place in the City of Roseville. Additionally, the city is prioritizing the safety <br />277 of staff and community by limiting the use of city resources in federal immigration efforts. The equity <br />278 value is about understanding that different members of our communities may need different supports. In <br />279 this moment, when Roseville immigrant communities are being targeted, the use of resources ordinance <br />280 clarifies that the City, and its employees, will not inquire about the immigration status of a resident <br />281 unless required to do so by law. The use of resource ordinance is responsive to the community request <br />282 heard at the January 12, 2026 city council meeting to strengthen and enhance city policy and ordinance <br />283 to limit federal immigration enforcement efforts in the city. <br />284 <br />285 Budget Implications <br />286 Beyond staff time and minimal expenditure of funds, it is not expected the action discussed will lead to a <br />287 significant direct cost to the City. As mentioned, actions by the Federal Government toward cities that <br />288 take action regarding immigration enforcement is unknown. As the City has received federal funds to <br />289 assist in the funding of public safety services, the future of those funds may be in jeopardy dependent on <br />290 a future Federal Government action. <br />291 <br />292 Staff Recommendations <br />293 Staff recommends the City Council consider adopting the Use of City Resource Ordinance by adopting <br />294 the ordinance, resolution of ordinance summary, and the resolution affirming the lawful and appropriate <br />295 use of city resources. <br />296 <br />297 Staff recommends approving the updated Policy Department Policy 413 regarding immigration matters. <br />298 <br />299 Staff asks the City Council to review and discuss the material in this City Council Request for Action and <br />300 provide direction to staff on any next steps the City should take. <br />301 <br />302 Requested Council Action <br />303 If there is a desire to pass the "Use of City Resources" ordinance, a motion should be made to approve <br />304 the ordinance, resolution of ordinance summary, and the resolution affirming the lawful and appropriate <br />305 use of city resources. <br />306 <br />307 If there is a desire to approve the updated Police Department Policy 413 (Immigration Matters), a motion <br />308 should be made to approve the updated Police Department Policy included as Attachment 2. <br />309 <br />310 The City Council should also review and discuss the material in this City Council Request for Action and <br />311 provide direction to staff on the items presented. <br />312 <br />Page 6 of 7 <br />Qbhf!8!pg!269 <br /> <br />
