<br />40 Equity impacts were not evaluated for this request. <br />41 <br />42 Budget Implications <br />43 Not Applicable <br />44 <br />45 Staff Recommendations <br />46 On December 3, 2025, the Roseville Planning Commission held the duly noticed public hearing on the <br />47 request by Scott Beitzr for a Conditional Use in support of motor vehicle repair (see meeting minutes in <br />48 Attachment 2). At the hearing, no individuals were present to address the Commission other than the <br />49 applicant. Planning Commissioners did not have any substantive questions for staff or the applicant, <br />50 noting support of Mr. Beitz’s plans to expand the business and agreement with the staff <br />51 recommendation. <br />52 <br />53 During the public hearing on the variance request, held at the Variance Board meeting the same <br />54 evening, Variance Board Member Barstad asked City Planner Paschke whether the 17.5-foot variance <br />55 would set a precedent and whether variances had been approved in the past. Paschke indicated the <br />56 setback variance would not automatically set a precedent given each request is unique, but noted that <br />57 past variance approvals can influence current/future requests if circumstances are similar. This point is <br />58 tangentially relevant to the CU request because the Variance was not unanimously approved, with Chair <br />59 Aspnes voicing concerns that the setback encroachment was too great.
