40 Equity impacts were not evaluated for this request.
41
42 Budget Implications
43 Not Applicable
44
45 Staff Recommendations
46 On December 3, 2025, the Roseville Planning Commission held the duly noticed public hearing on the
47 request by Scott Beitzr for a Conditional Use in support of motor vehicle repair (see meeting minutes in
48 Attachment 2). At the hearing, no individuals were present to address the Commission other than the
49 applicant. Planning Commissioners did not have any substantive questions for staff or the applicant,
50 noting support of Mr. Beitz’s plans to expand the business and agreement with the staff
51 recommendation.
52
53 During the public hearing on the variance request, held at the Variance Board meeting the same
54 evening, Variance Board Member Barstad asked City Planner Paschke whether the 17.5-foot variance
55 would set a precedent and whether variances had been approved in the past. Paschke indicated the
56 setback variance would not automatically set a precedent given each request is unique, but noted that
57 past variance approvals can influence current/future requests if circumstances are similar. This point is
58 tangentially relevant to the CU request because the Variance was not unanimously approved, with Chair
59 Aspnes voicing concerns that the setback encroachment was too great. Variance Board meeting
60 minutes are provided as Attachment 3.
61
62 The Planning Commission voted 6-0, with one abstention (Commissioner Aspnes) to recommend to the
63 City Council approval of a CU supporting the motor vehicle repair at 2150 Hamline Avenue, based on
64 the comments and findings outlined in the Request for Planning Commission Action dated December 3,
65 2025, public input, and Commission deliberation.
66
67 Requested Council Action
68 Adopt the Resolution provided as Attachment 4, approving a Conditional Use pursuant to §1009.02.C of
69 the Roseville City Code in support of motor vehicle repair at 2150 Hamline Avenue based on the stated
70 comments and findings.
71
72
Thomas Paschke, City Planner
Prepared by:
1.December 3, 2025 Request for Planning Commission Action
Attachments:
2.Planning Commission Meeting Minutes
3.Variance Board Meeting Minutes
4.Resolution
73
Qbhf!214!pg!277
