Attachment 4 <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br />th <br />2 County of Ramsey, Minnesota, was held on the 26 day of January 2026, at 6:00 p.m. <br />3 <br />4 The following Council Members were present:_________; <br />5 and _____ were absent. <br />6 Council Member _____ introduced the following resolution and moved its adoption: <br />7 RESOLUTION NO. ___ <br />8 A RESOLUTION APPROVING A CONDITIONAL USE FOR MOTOR VEHICLE <br />9 REPAIRAT 2150 HAMLINE AVENUE(PF25-018). <br />10 WHEREAS, motor vehicle repairis a usein the Neighborhood Mixed-Use (MU-1) <br />11 district requiring an approved Conditional Use, and <br />12 WHEREAS, City Code §1009.02.C establishes general CU criteria that is required to be <br />13 met by a CU proposal; and <br />14 WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />15 proposed CUfor motor vehicle repair at 2150 Hamline Avenue on December 3, 2025, voting 6-0 <br />16 (with one abstention) to recommend approval of the CU for Scott Beitz (Roseville Automotive); <br />17 and <br />18 WHEREAS, the property at 2150 Hamline Avenue is legally described as: <br />19 Parcel ID: 152923120088 <br />20 requires legal description <br />21 WHEREAS, the City Councilconsidered the request and determined that approval of <br />22 motor vehicle repair at 2150 Hamline Avenue pursuant to 1009.02.C of the City Codewill not <br />23 result in adverse impacts on the surrounding properties based on the following findings: <br />24 G ENERAL C ONDITIONAL U SE C RITERIA§1009.02.C: <br />25 a. The proposed use is not in conflict withthe Comprehensive Plan. While an addition to a <br />26 motor vehicle repair business doesn’t appreciably advance land use goals of the <br />27 Comprehensive Plan, aside from facilitating continued investment in a property, the City <br />28 Council has concluded the proposed use does not conflict with land use goals outlined within <br />29 the Comprehensive Plan either. More specifically, the General and Commercial Area Goals <br />30 and Policies sections of the Comprehensive Plan include a number of policies related to <br />31 reinvestment, redevelopment, quality development, and scale. Therefore, the City Council <br />32 has determined that the proposed addition to Roseville Automotive would align with the <br />33 related goals and policies of the Comprehensive Plan. <br />34 b. The proposed use is not in conflict witha RegulatingMap or other adopted plan. The City <br />35 Council has determined the proposed uses are not in conflict with such plans because none <br />36 apply to the property. <br />37 c. The proposed use is not in conflict withany City Code requirements.
