REQUEST FOR COUNCIL ACTION
Date: 1/26/2026
Item No.: 10.j.
Department ApprovalCity Manager Approval
Item Description:Approve Agreement for Financial Personnel Services and Data
Center Lease with Metro-INET

Background
On December 5, 2022, the Roseville City Council approved entering into a Financial
Professional Services agreement with Metro-INET. Under the agreement, the City would
provide Fiscal Agent Services to the Metro-INET Board and Financial Services to the
Metro-INET organization. The agreement expired at the end of 2025 and both parties wish
to renew the agreement. The proposed agreement would be for one year and Metro-INET
would pay the City of Roseville $46,493.40 for proving financial services.

At the start of 2026, Metro-INET moved their offices to the Maplewood City Campus, which
has freed up space on the lower level of City Hall that can be used for city purposes.
However, the data center for Metro-INET will remain in the lower level of City Hall. The data
center occupies 375 square feet. A License Agreement (lease) for the data center and a
Memorandum of Understanding between the City and Metro-INET have been drafted by
the City Attorney to cover the continued presence of the Metro-INET data center at City
Hall. The license agreement will be for 10 years, and the City will charge Metro-INET
$7,536 annually with a 3% cost increase factored in each year to cover the use of the
space and electricity costs.

Policy Objectives
Roseville has long valued shared partnerships with other local government entities to
provide cost-effective and efficient services to the community. Since its creation, Metro I-
Net has been a model of partnership of providing local government IT services in the Twin
Cities metro efficiently and in a cost-effective manner.

Equity Impact Summary
Not applicable.

Budget Implications
Entering into this amendment will provide the City $46,493 in revenue for providing financial
services and $7,536 in revenue for the use of the space at City Hall for the Metro-INET
data center.

Staff Recommendations
Staff recommends approving the Financial Personnel Services Agreement with Metro-INET
Page 1 of 2
Qbhf!227!pg!277
