REQUEST FOR COUNCIL ACTION <br />Date: 1/26/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Discuss Roseville's 2026 Legislative Priorities <br />1 <br />2 Background <br />3 At the January 5, 2026 meeting, the City Council reviwed the adopted 2025 Legislative Priorities in <br />4 anticipation of creating the City's 2026 Legislative Priorities. Based on that discussion, the City Council <br />5 directed staff to adjust the Legislative Priorities as follows: <br />6 <br />7 Retain the following priorities as part of the 2026 Legislative Priorities <br />8 High Priority Items (Items that the City of Roseville will directly advocate for passage by the <br />9 Legislature) <br />10 Seek financial support for capital improvements for the state and regional asset of the Guidant <br />11 John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />12 Allow local units of government to designate which licensed ambulance service provider may <br />13 serve their community and to determine the appropriate level of service and response times <br />14 Enact statewide Licensing of Massage Therapists <br />15 Modify existing state law regarding park dedication to allow for collection of park dedication fees <br />16 on new development without the requirement that the land must be subdivided <br />17 Other Priorities (Items the City of Roseville supports but will let other organizations directly <br />18 advocate for passage by the Legislature) <br />19 Creation of sustainable alternative funding sources for Cable Commissions <br />20 Allow for the use of city websites or other technology-based methods for official notices <br />21 Implement Police Officer arbitration reform <br />22 Support legislative efforts to require the Department of Labor and Industry to adopt an advanced <br />23 energy standard as part of the State Building Code and other legislative efforts to support zoning <br />24 and financial incentives at the local level to encourage sustainable building design, construction, <br />25 and operation strategies that aim to lower overall greenhouse gas emissions <br />26 Continued funding to local governments to address emerald ash borer <br />27 Continued funding for mental health services and resources for public safety <br />28 Add the following items for the 2026 Legislative Priorities <br />29 Support the continuation of local decision-making authority over zoning, land-use, and affordable <br />30 housing issues and opposes one-size-fits-all zoning,land use, and affordable housing <br />31 frameworks imposed on cities through legislation (High Priority) <br />32 Reestablishment of the Local Cannabis Aid Account to provide ongoing funding to cities to assist <br />33 with costs related to the local implementation of legal adult-use cannabis (Other Priorities) <br />34 State funding to help state and local law enforcement agencies prevent and respond to street <br />35 racing and carjackings (Other Priorities) <br />Page 1 of 3 <br />Qbhf!23!pg!277 <br /> <br />
