<br />36 Discuss the following items for the 2026 Legislative Priorities <br />37 Creation of sustainable alternative funding sources for Cable Commissions (Broadband <br />38 Franchise Fees) <br />39 Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems <br />40 in R-2 (Multi-Family) Occupancy Group <br />41 Remove the following items for the 2026 Legislative Priorities <br />42 Creation of EDA powers for Ramsey County <br />43 Without limitation, amend state law to provide for the opportunity for city officials, City Council <br />44 members, and City Commission members to participate virtually at city meetings from a remote <br />45 location without having to open the remote location to the public as long as at least one publicly <br />46 accessible location is offered <br />47 Regarding alternative funding sources for cable commissions, Attorney Mike Bradley has provided <br />48 information about broadband franchising generally and how it was implemented in Woodbury. Due to <br />49 scheduling conflicts, Mr. Bradley cannot attend the January 26 meeting, but could attend a future <br />50 meeting. <br />51 <br />52 Regarding requiring sprinkling in multi-family buildings, Fire Chief Brosnahan has prepared a memo with <br />53 background information and a request to keep it as as legislative priority. <br />54 <br />55 As a result of City Council discussion at the Special City Council meeting on January 22, staff has <br />56 drafted a legislative priority related to asking Governor Walz to issue an Executive Order to institute a <br />57 temporary moratorium on evictions. The draft priority reads as follows: <br />58 <br />59 Support the issuance of an Executive Order by the Governor allowing for a temporary eviction <br />60 moratorium to protect residents and business harmed by the federal government's Operation Metro <br />61 Surge immigration enforcement efforts to ensure that families can maintain housing stability and support <br />62 small business operational continuity. <br />63 <br />64 Staff has drafted a resolution asking for a temporary eviction moratorium and a letter to the Governor for <br />65 the City Council to consider approving. <br />66 <br />67 Based on the City Council discussion, staff will bring back the legislative priorities for adoption at the <br />68 February 9 City Council meeting. The 2026 legislative session will run from February 17 to May 28, <br />69 2026. <br />70 <br />71 Policy Objectives <br />72 Advocating for Roseville’s Legislative Priorities will provide a voice to the Minnesota Legislature and <br />73 Governor on items and issues that are important to the community and city operations. <br />74 <br />75 Equity Impact Summary <br />76 While the equity toolkit was not utilized to analyze the mpact of the Legislative Priorities, it is important to <br />77 acknowledge that each priority may have equity impacts. As the City’s legislative policies are mostly <br />78 centered around state laws and policies, a broader state-wide equity lens is needed to ensure that racial <br />79 equity disparities are addressed. As the Legislature considers the City’s legislative priorities, the City will <br />80 advocate that racial equity impacts are considered in the drafting and consideration of the legislation. <br />81 <br />82 Budget Implications <br />83 Not directly applicable to the Legislative Priorities.
