(ÐKimley-HornÑ or ÐConsultantÑ) is pleased to submit this letter agreement <br />(the ÐAgreementÑ) to City of Roseville(ÐClientÑ) forproviding environmental study services. The proposed <br />services will be provided in accordance with the terms and conditions set forth herein. <br />PROJECT UNDERSTANDING <br />The City of Roseville is looking to make stormwater infrastructure improvements and dredge approximately <br />11 acresof Willow Pond in 2026/2027.Willow Pond is a Public Waters Wetland and through coordination <br />with the DNR, the city has determined this project is triggering a mandatory EAWper Minnesota Rules <br />4410.4300, Subpart 27. The DNR has confirmed that the City will be the Responsible Governmental Unit <br />(RGU) and oversee the preparation of the EAW.The development and acceptance process of the EAW <br />documentation is described in the Minnesota Environmental Quality BoardÓs (EQB)EAW Guidelines: <br />Preparing Environmental Assessment Worksheets. Kimley-Horn will prepare theEAW for the proposed <br />project following the procedures specified by Minnesota Statute and the Minnesota EQB. <br />SCOPE OF SERVICES <br />Kimley-Horn will provide the services specifically set forth below. <br />TASK 1 ÎENVIRONMENTAL ASSESSMENT WORKSHEET <br />Task 1.1 Meetings and Coordination <br />This subtask assumes up to 25 hours of meetings and coordination with theprojectteam members and <br />the City. One (1) kick-off meeting with the Cityto discuss the EAW process and schedule and up to 3 <br />progress meetings or calls with the City(and DNR as applicable) are included. <br />Task 1.2 Complete Environmental Assessment Worksheet <br />This will consist of the analysis required to complete the EAW for the proposed project. The analysis to be <br />completed is described below: <br />Basic Project Information -The basic project information such as project title, proposer, RGU <br />(City of Roseville), reason for EAW preparation, project location, and project description. A <br />County map, U.S. Geological Survey topographic map, and project site map will be included in <br />the EAW. This scope of work assumes that the existing project site conditions are available <br />through existing sources or obtained from the city. <br />Permits and Approvals Required -This section will list all required permits, approvals, and <br />governmental agency reviews required prior to commencement of the project. Any relevant <br />permits previously obtained that are relevant to the review of the proposed project will also be <br />documented. <br />Land Use and Cover Types -These sections will document current land usesand zoningand <br />discuss any potential conflicts between the project and existing surrounding land usesas well as <br />planned land use.
