Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: January 27, 2026 ITEM: 4.d. <br />ITEM DESCRIPTION: Snow & Ice Control Policy Recommendations <br />Background <br />The City currently has a Snow & Ice Control Policy to inform City staff and residents on how to manage <br />snow events within the City of Roseville. The current policy was last updated in 2014 and has not been <br />reviewed thoroughly since then. To make sure the policy meets current needs of the city and to how City <br />operations have changed, staff has drafted a revised Snow & Ice Control Policy. <br />Overall, staff has updated the format of the policy to make it easier to read and understand for the public and <br />staff. The majority of the policy remains unchanged. <br />Some key points of the current policy remain unchanged: <br />• To have streets and critical parking lots plowed full width within 10 hours after the snow has quit <br />falling for snow events greater than two inches. <br />• City begins plowing when 6" of snow has fallen. <br />• Ice Control - the City does not have a bare pavement policy. <br />o Bare, dry pavement should not be expected and may not be continuous on City streets <br />throughout the winter months. The City attempts to maintain adequate traction for the <br />motoring public. <br />• Roadside considerations policy within the right-of-way such as trash receptacles, mailboxes, <br />landscaping and irrigation remain unchanged. <br />• Parking regulations remain unchanged for most areas other than the Snowplow Pilot Area. <br />Some changes that are proposed to the revised policy: <br />• Change the term "collector routes" to "priority main routes" since it is better understood by residents. <br />• Add a limit on the maximum time plow drivers can work in a 24-hour day. <br />o For safety reasons, no operator shall work more than a 14-hour shift in any 24-hour period. <br />• Add Snowplow Pilot Area. <br />• Update exhibit list. <br />Recommendation <br />Receive presentation and provide recommendations to the City Council on the revised Snow & Ice Control <br />Policy. <br />Attachments <br />Current Snow & Ice Control Policy <br />Tracked Changes - Snow & Ice Control Policy <br />Clean Revised - Snow & Ice Control Policy <br />Revised Snow & Ice Control Policy Exhibits <br />Page 46 of 84 <br />
