<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/9/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Approving Updated Roseville Police Department Policy 413 <br />(Immigration Matters) and Receive Update on City's Actions Regarding <br />Operation Metro Surge <br />1 <br />2 Background <br />3 At the January 22, 2026 meeting, the City Council did not approve the updated policy regarding the <br />4 Roseville Police Department's role regarding federal Immigration Enforcement (Policy 413 - Immigration <br />5 Matters). The City Council directed staff to continue working on the policy and specifically asked that it <br />6 be more citizen-centered and that the wording in Section 413.6 regarding the Roseville Police <br />7 Department's role in ensuring the safety of federal immigration enforcement agents and activities be <br />8 revised and/or removed. <br />9 <br />10 Roseville Police Department leadership worked with members of its Multicultural Advisory Committee to <br />11 review and adjust the language for Section 413.6. <br />12 <br />13 Specifically, the MAC recommended the following language for Section 413.6: <br />14 <br />15 Recommended Policy Updated Language (Policy 413.6) <br />16 Members shall not participate in immigration enforcement and shall not inquire about a person’s <br />17 immigration status unless such inquiry is directly related to a local criminal investigation. <br />18 <br />19 Department members may respond to the scene of a federal immigration operation when necessary to <br />20 address public safety concerns, including preventing injury, destruction of property, maintaining order, <br />21 and/or addressing any immediate safety risks to any person present. This response is consistent with <br />22 the department’s duty to preserve the peace and protect all people from harm. <br />23 <br />24 Any assistance provided shall be limited strictly to public safety functions and does not include <br />25 participation in immigration enforcement activities. <br />26 <br />27 The department will comply with federal immigration officials as specifically mandated by state and <br />28 federal laws. <br />29 <br />30 Requests for assistance from federal immigration officials should be directed to a supervisor whenever <br />31 practicable. When feasible, a supervisor should respond to and coordinate calls and requests involving <br />32 federal immigration activity. <br />33 <br />34 A memo from Police Chief Scheider about the MAC's work is included as Attachment 1. The full policy, <br />35 with the proposed language from the MAC is included as Attachment 2. <br />36 <br />37 Update on City's Actions Regarding Operation Metro Surge <br />38 As a reminder, on January 15, after consultation with the City Council, staff put up signs in our park and <br />39 facility parking lots that they may only be used for park and facility use.
