40 permitted by the City. The signs reflected a long-standing practice, but were put up to notify ICE that <br />41 they cannot use our facilities to stage or operate. Given the actions of federal immigration officers as <br />42 part of Operation Metro Surge, we know that it is impractical to enforce. Therefore, the City has asked <br />43 the public to communicate ICE's presence in our parking lots to a city email address <br />44(complaint@cityofroseville.com) so that the information can be turned over to the Minnesota Attorney <br />45 General and other authorities for possible future action. <br />46 <br />47 On January 22, the Roseville City Council passed a "Use of City Resources" ordinance and <br />48 a resolution prohibiting the use of City resources for federal immigration enforcement. <br />49 <br />50 On January 26, the Roseville City Council passed a resolution urging the Governor to issue an executive <br />51 order instituting a temporary eviction and foreclosure moratorium during the period of Operation Metro <br />52 Surge. <br />53 <br />54 Since the last City Council meeting, staff has been doing the following work: <br />55 <br />56 City staff continue to maintain a page on its website providing community members with <br />57 information and resources, including knowing your rights and ways to help. The resource page <br />58 can be found at Immigrant Resources. <br />59 City staff have reached out to Roseville businesses with information and resources to assist their <br />60 business with any interaction with federal immigration enforcement agents and training <br />61 opportunities. This information is on the Grow Roseville website and can be found at Immigration <br />62 Enforcement. <br />63 City staff created a page on the City website with updated the Automated License Plate Reader <br />64(ALPR) policy and created a transparency page on the usage of ALPR data. <br />65 Staff continues to make sure park buildings, including restrooms, are locked unless there is an <br />66 event occurring. Staff is allowing last-moment cancellations and providing refunds to groups that <br />67 cancel their reservation due to concerns related to federal immigration enforcement. <br />68 Staff is working on sharing additional information about Roseville Police Department's role in <br />69 immigration enforcement and will be dropping off this information at Roseville churches and <br />70 multifamily complexes. <br />71 Staff is reaching out various community members and organizations to set up a Trusted <br />72 Messenger program. <br />73 Staff is reviewing the need for flexible license center appointments. <br />74 Staff will present rent assistance options to help people affected by Operation Metro Surge as <br />75 part of the Roseville EDA meeting on February 23. <br />76 Staff is making city facilities available to the community for meetings centered around helping <br />77 address the impacts of Operation Metro Surge. <br />78 Staff is partnering with the Roseville School Area School District for their food and supply drives. <br />79 Staff will be providing information and resources to multifamily property owners and renters <br />80 about their rights regarding immigration enforcement. <br />81 As has been mentioned in previous meetings, the State of Minnesota, along with St. Paul and <br />82 Minneapolis, has filed a lawsuit against the Department of Homeland Security to halt the federal <br />83 government's immigration enforcement activities as part of Operation Metro Surge. Last week, the Court <br />84 denied the state's request for a preliminary injunction. The City Attorney will be able to provide an update <br />85 on the status of the case and provide guidance if the City Council would like to explore being part of the <br />86 lawsuit. <br />87 <br />88 A group of metro cities, mostly western suburban communities, have formed a coalition called "Cities for <br />89 Safe and Stable Communities" to provide a voice for suburban communities regarding Operation Metro <br />90 Surge. The coalition is looking for a de-escalation of the current tactics through dialogue with state and <br />91 federal officials.
