<br />36 The City received both positive and negative feedback related to the pilot project <br />37(Attachment 2). Based on the feedback received and the concerns about safety that were <br />38 still unresolved, staff recommends the roadway be modified and a pathway be constructed <br />39 from Brooks Avenue, into Keya Park (Attachment 3). This option was presented at an open <br />40 house on Tuesday, January 13, 2026. <br />41 <br />42 Based on the comments received during the pilot project and at the open house <br />43(Attachments 2 and 4), staff provided three revised Pascal Street options to review <br />44(Attachment 5) with the Public Works, Environment and Transportation Commission <br />45(PWETC) on January 27, and the Parks and Recreation Commission (PRC) on February 5. <br />46 Current Street <br />47 o Pascal - 32-foot-wide road. <br />48 o No parking on the east side (Park) from hill to park entrance. <br />49 Option 1 <br />50 o Narrow Pascal roadway from Brooks to top of hill from 32 feet to 26 feet <br />51(similar to Josephine Road). <br />52 o 6’ sidewalk behind back of new curb into the park. <br />53 o Add bump-out to SE corner. (Based on residents concerns and feedback, <br />54 staff does not recommend adding the bump-out if this option is chosen.) <br />55 o Ban parking on both sides of the roadway where the street is narrowed. <br />56 o Allow parking on Park side only where the street is 32’ wide. <br />57 Option 2 <br />58 o Narrow Pascal roadway from Brooks to top of hill from 32 feet to 26 feet <br />59(similar to Josephine Road). <br />60 o 6’ sidewalk with a 3-foot boulevard into the park. <br />61 o No bump-out to SE corner. <br />62 o Ban parking on both sides of the roadway where the street is narrowed. <br />63 o Allow parking on Park side only where the street is 32’ wide. <br />64 Option 3 - Staff recommended option after PWET Meeting. <br />65 o Keep roadway the same width with no changes to the curb line. <br />66 o 6’ sidewalk behind back of new curb into the park. <br />67 No trees would be impacted but some private hedges in the right-of- <br />68 way would need to be removed. <br />69 o Ban parking on both sides of the roadway from Brooks to the top of the hill. <br />70 o Allow parking on Park side only once you get to the top of the hill. <br />71 The public was invited to both commission meetings as well as the City Council meeting on <br />72 February 9. <br />73 <br />74 At the January PWETC meeting, five residents provided feedback supporting no changes <br />75 to the roadway other than traffic control changes. The PWET reviewed the options. The <br />76 only recommendation they provided was to make Pascal/Brooks an all-way stop. Minutes <br />77 are included as Attachment 6. <br />78 <br />79 The Parks and Recreation Commission will review this on February 5. Staff will provide an <br />80 update once the commission makes a recommendation. <br />81 <br />82 Staff recommends to Council that Option 3 be implemented.
