83 pedestrian and vehicle traffic traversing the limited visibility hill into the park. The roadway <br />84 width remains the same with additional parking signage changes to prevent parking on the <br />85 hill. This addresses one of the major concerns with residents narrowing the roadway. <br />86 Although staff generally supports narrowing streets as a traffic calming technique, in this <br />87 instance the benefit may not outweigh the concerns of the neighborhood since it would be <br />88 limited to a small portion of Pascal Street. <br />89 <br />90 The Traffic Safety Committee typically reviews requests for signage changes such as <br />91 adding stop signs. This authority is created in City Code 601.03. (The placement and <br />92 maintenance of traffic control devices on roads under the jurisdiction of the City is <br />93 necessary to carry out the provisions in the Minnesota Traffic Code, Minn. Stat. Ch. 169, <br />94 and in order to regulate, warn and guide traffic utilizing city roads. There is hereby created <br />95 a Traffic Safety Committee consisting of the City Manager, Director of Public Works, and <br />96 Chief of Police.). Since PWETC recommended an all-way stop be installed, the Council <br />97 may want to review the stop sign change or affirm the Traffic Safety Committee review this <br />98 request once again. <br />99 <br />100 The neighborhood has requested this intersection be converted to a all-way stop numerous <br />101 times and numerous City engineers, including current staff, have recommended not to <br />102 make changes. The main issue is that stop signs are intended to assign right-of-way, not <br />103 regulate speeds. If unwarranted signs are installed, drivers start rolling through signs or <br />104 ignoring them if they never see other cars present. Due to the minimal traffic volumes in the <br />105 intersection, an all-way stop is not warranted. Some additional considerations are the <br />106 visibility of the stop sign in the southbound direction. With the hill obstructing the view, <br />107 advanced warning would need to be installed. Even with the advanced signage there is still <br />108 some risk created that the sign will be missed or rolled through in poorer weather <br />109 conditions. <br />110 <br />111 If the project is approved, it would be included with the 2026 Pavement Management <br />112 Project and be constructed in the summer of 2026. <br />113 <br />114 Policy Objectives <br />115 It is a City goal to create a sustainable, safe, and accessible transportation network by <br />116 encouraging more efficient use of existing roadways and limiting the need for future <br />117 roadway expansion. <br />118 <br />119 Equity Impact Summary <br />120 All of the proposed three options would add a sidewalk for a short section of Pascal Street <br />121 near Keya Park. All three options will improve traffic safety and accessibility for all right-of- <br />122 way users. <br />123 <br />124 Budget Implications <br />125 The cost for the mill and overlay of Pascal Street would be paid for out of the Pavement <br />126 Management fund. The additional costs to narrow the road and add sidewalk or to just add <br />127 a sidewalk would be paid out of the pathway fund. There is a $50,000 budget this year for <br />128 adding pathways on local roads.
