<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.g. <br />Department ApprovalCity Manager Approval <br />Item Description:Adopt a Resolution Approving MnDOT Cooperative Construction <br /> Agreement No. 1061476 – TH 51 <br />1 <br />2 Background <br />3 As part of the Minnesota Department of Transportation’s (MnDOT) TH 51 (Snelling Ave) <br />4 2026 project, they will resurface the roadway from the north side of TH 36 in Roseville to <br />5 Grey Fox Road in Arden Hills. The project will include pedestrian ramp, traffic signal, <br />6 lighting, and drainage improvements. The project is scheduled for construction in 2026. <br />7 <br />8 The project will construct a new off-road bituminous path (trail) on the west side of Snelling <br />9 from Lydia Avenue to Old Snelling Avenue in Arden Hills. This segment is identified in the <br />10 Master Pathway Plan and a portion, from Asbury Street to Glenhill Road, was previously <br />11 discussed with Council on May 19, 2025 when Council approved a resolution authorizing <br />12 an application for MnDOT LPP funds to finance the path. MnDOT chose to add the <br />13 complete path segment to their project prior to the submittal of our application, so no <br />14 application nor cost participation was needed. The path will be maintained, including snow <br />15 clearing, by the City of Roseville from Lydia to Glenhill and by Arden Hills to the north. <br />16 <br />17 The project will also reconstruct and extend the concrete path (sidewalk) east of Snelling <br />18 from County Road C to East Snelling Service Drive. The southern half of this path exists <br />19 today, but is a dead end. MnDOT’s project will extend the segment north to the existing <br />20 path along the service drive and the various commercial and residential uses that exist <br />21 there. The commercial property owners adjacent to this path will be contacted regarding <br />22 their maintenance responsibilities associated with the path in accordance city policies. <br />23 <br />24 The improvements will be done without Roseville funding. However, the maintenance of the <br />25 new pathways area the responsibility of the local agency and is documented in the <br />26 attached Cooperative Construction Agreement between the City of Roseville and MnDOT. <br />27 <br />28 The City Attorney has reviewed the agreement. <br />29 <br />30 Policy Objectives <br />31 People and businesses prosper by using a reliable, affordable, and efficient multi-modal <br />32 transportation system that connects them to destinations throughout the region and <br />33 beyond. <br />Page 1 of 2 <br />Qbhf!232!pg!2:7 <br /> <br />
