<br />28 Public Hearing <br />29 The purpose of the public hearing for such an application is to consult the public; it is an opportunity for <br />30 the public to learn the relevant facts about the proposal, ask clarifying questions, and provide input <br />31 pertaining to the relevant facts as well as the analysis of the facts presented by City staff. <br />32 <br />33 Preliminary Plat Analysis <br />34 Roseville’s Development Review Committee (DRC) met to review the proposed subdivision plans and <br />35 did not have any concerns about the proposal. Specific comments from the DRC review are discussed <br />36 below. <br />37 <br />38 Proposed Lots <br />39 Both lots significantly exceed the minimum requirements pertaining to size, and the improvements <br />40 represented in the plans submitted with the Minor Plat application conform to applicable zoning <br />41 standards like minimum setbacks and maximum impervious coverage. <br />42 <br />43 Storm Water Management <br />44 Roseville's Environmental Manager indicated that the applicant's engineer has been working closely with <br />45 City staff for several months, ultimately creating an oversized BMP that will also capture storm water <br />46 from the street and that will be owned and maintained by the City. <br />47 <br />48 Tree Preservation <br />49 Most of the trees on the property are along the western and northern sides of the site, safe from the <br />50 impacts of construction activity. The trees that would be removed for the construction of new homes and <br />51 the storm water BMP, as proposed, would not require replacement trees to be planted, but staff will <br />52 continue to monitor tree removals and protection of the trees indicated for preservation to ensure the <br />53 project continues to conform to the tree preservation requirements. <br />54 <br />55 Park Dedication <br />56 The Parks and Recreation Commission reviewed the proposal at its February 5 meeting, and <br />57 recommended a dedication of cash in lieu of park land. Because the proposed plat would result in the <br />58 creation of one additional lot for residential development, the park dedication fee would be $4,250, which <br />59 should be paid before the City releases the signed plat to be recorded at the county. <br />60 <br />61 Public Comment <br />62 As of the time this RCA was drafted, Planning Division staff had not received any communication from <br />63 the public. <br />64 <br />65 Policy Objectives <br />66 Facilitate development and redevelopment of land consistent with the guidance of the future land use <br />67 plan.
