REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.e. <br />Department ApprovalCity Manager Approval <br />Item Description:Authorize Mayor and City Manager to execute a Professional Services <br />Agreement with the Saint Paul Area Chamber of Commerce and a Cooperative <br />Funding Agreement with the City of Maplewood regarding continued funding of the <br />Rice & Larpenteur Alliance <br />1 <br />2 Background <br />3 Dating to the summer of 2016, the City has been actively engaging with the cities of Maplewood and St. <br />4 Paul, along with Ramsey County, regarding revitalizing and re-envisioning the Rice Street and <br />5 Larpenteur Avenue corridor. The cities and County commissioned a Rice and Larpenteur Area Vision <br />6 Plan, which was accepted in 2018. Since early 2019, the cities and County have been working with the <br />7 Saint Paul Area Chamber of Commerce (SPACC) to provide consulting services surrounding <br />8 implementation of the Vision Plan through the Rice & Larpenteur Alliance. <br />9 <br />10 The Rice & Larpenteur Alliance fiscal year runs from March through February. The Professional <br />11 Services Agreement (Attachment 1) provides funding to SPACC for professional services to run the Rice <br />12& Laprenteur Alliance. Since Roseville serves as the fiscal agent to the Alliance, the Cooperative <br />13 Funding Agreement (Attachment 2) is with the City of Maplewood, who provides their Alliance funding to <br />14 the City of Roseville, who uses it, coupled with City funds, to pay for SPACC's professional services. Up <br />15 until this fiscal year, the Cooperative Funding Agreement included the City of St. Paul. However, they <br />16 have been removed from the agreement as they will be providing their funding through a different <br />17 program, which will go directly to the Rice & Larpenteur Alliance. The County's financial contribution to <br />18 the Alliance is through grant funding. <br />19 <br />20 Prior City Council authorization of these agreements include: <br />21 February 10, 2025: City Council authorized agreements for funding the Alliance for a 7th year <br />22 February 26, 2024: City Council authorized agreements for funding the Alliance for a 6th year <br />23 February 2, 2023: City Council authorized agreements for funding the Alliance for a 5th year <br />24 February 14, 2022: City Council authorized agreements for funding the Alliance for a 4th year <br />25 February 8, 2021: City Council authorized agreements for funding the Alliance for a 3rd year <br />26 March 9, 2020: City Council authorized agreements for funding the Alliance for a 2nd year <br />27 April 22, 2019: City Council authorized agreements for funding the Alliance for its 1st year <br />28 Moving into the eighth year, the Alliance will continue with its current structural model whereby SPACC <br />29 provides professional services to the Alliance, with the Executive Director of the Alliance reporting to an <br />30 executive board. The Executive Director continues to be Kim O'Brien, an employee of SPACC. City <br />31 staff seek authorization to enter into the necessary contracts to fund the eighth year. A Work Plan for <br />32 the Alliance is made a part of the Professional Services Agreement and is provided as Attachment 3. <br />33 <br />34 Policy Objectives <br />35 City participation in the Rice and Larpenteur Alliance supports the City's community and civic <br />36 engagement strategic priority.
