<br />REQUEST FOR COUNCIL ACTION <br />Date: 3/2/2026 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Adopting Updated Snow & Ice Control Policy <br />1 <br />2 Background <br />3 The City currently has a Snow & Ice Control Policy (Attachment 1) to inform City staff and <br />4 residents how to manage snow events within the City of Roseville. The current policy was <br />5 last updated in 2014 and has not been reviewed thoroughly since then. To make sure the <br />6 policy meets current needs of the city and to how City operations have changed, staff have <br />7 drafted a revised Snow & Ice Control Policy (Attachment 3). <br />8 <br />9 The Snow & Ice Control Policy only applies to City-maintained streets and parking lots. The <br />10 Parks Department manages snow plowing on city pathways. There is a separate Parks <br />11 Snow Plowing - Pathway Policy #42 which addresses pathway maintenance. <br />12 <br />13 Overall, staff updated the format of the policy to make it easier to read and understand for <br />14 the public and staff. Most of the policy remains unchanged. <br />15 <br />16 Some key points of the current policy remain unchanged: <br />17 To have streets and critical parking lots plowed full width within 10 hours after the <br />18 snow has quit falling for snow events greater than two inches. <br />19 City begins plowing when 6” of snow has fallen. <br />20 Ice Control - the City does not have a bare pavement policy. <br />21 o Bare, dry pavement should not be expected and may not be continuous on <br />22 city streets throughout the winter months. The City attempts to maintain <br />23 adequate traction for the motoring public. <br />24 Roadside considerations policy within the right-of-way such as trash receptacles, <br />25 mailboxes, landscaping and irrigation remain unchanged. <br />26 Parking regulations remain unchanged for most areas other than the Snowplow Pilot <br />27 Area. <br />28 Some changes that are proposed to the revised policy: <br />29 Change the term “collector routes” to “priority main routes” since it is better <br />30 understood by residents. <br />Page 1 of 2 <br />Qbhf!23!pg!263 <br /> <br />
