31 Add a limit on the maximum time plow drivers can work on a 24-hour day.
32 o For safety reasons, no operator shall work more than a 14-hour shift in any
33 24-hour period.
34 Add Snowplow Pilot Area.
35 Update exhibit list.
36 The Public Works Environment and Transportation Commission (PWET) reviewed the
37 revised policy at their January 27, 2026, meeting and recommended Council adopt the
38 revised policy. Excerpt of the draft PWET minutes is included as Attachment 6.
39
40 Policy Objectives
41 It is City policy to keep City-owned infrastructure in good operating condition and to keep
42 systems operating in a safe condition.
43
44 Equity Impact Summary
45 The current policy applies to the city uniformly so there is no equity impact.
46
47 By incorporating the snowplow pilot areas into the revised policy formally, the policy better
48 accommodates residents in apartment complexes who tend to have lower incomes. The
49 pilot parking areas allow these residents to park on one side of the street during snow
50 events as many of these locations do not have adequate off-street parking options
51 available and were more likely to be ticketed in snow events before the pilot areas were
52 implemented.
53
54 Budget Implications
55 There are no budget impacts with the proposed changes to the snow & ice control policy.
56 The level of service and level of effort for snow and ice control will remain the same so no
57 overall changes to cost of snow and ice control.
58
59 Staff Recommendations
60 Staff recommend the Council adopt the revised Snow & Ice Control Policy.
61
62 Requested Council Action
63 Consider adopting the revised Snow & Ice Control Policy.
64
65
Jesse Freihammer, Public Works Director
Prepared by:
1.Current Snow & Ice Control Policy (2014)
Attachments:
2.Draft Snow & Ice Control Policy with changes tracked
3.Draft Snow & Ice Control Policy clean version
4.Draft Snow & Ice Control Policy Exhibits
5.Presentation
6.Excerpt of PWET Minutes
66
Qbhf!24!pg!263
