The 2024 Legislative Session passed bipartisan clarifying <br />6 language to provide law enforcement with the operational certainty needed to maintain <br />7 school safety while upholding rigorous standards of conduct. Consequently, the Minnesota <br />8 POST Board was mandated to adopt a statewide model policy to ensure uniformity and <br />9 professional accountability across all jurisdictions. This board-approved framework requires <br />10 specialized training in de-escalation and juvenile brain development, while strictly <br />11 prohibiting SRO involvement in school disciplinary matters. By adopting this language, the <br />12 State and the POST Board have established a cohesive legal standard that balances the <br />13 protection of student civil rights with the professional obligations of law enforcement. <br />14 <br />15 The remainder of the contract remains in place and unchanged from the previously <br />16 approved meeting at the beginning of the year. <br />17 <br />18 This amendment is essential for ensuring full compliance with the MN Peace Officer <br />19 Standards and Training (POST) Board requirements, including state-mandated specialized <br />20 training in de-escalation and trauma-informed response. By incorporating specific language <br />21 from the Minnesota Government Data Practices Act (MGDPA) and FERPA, the contract <br />22 establishes rigorous safeguards for student privacy and provides our officers with the legal <br />23 clarity necessary to operate within strictly defined safety roles. These updates reinforce the <br />24 RPD’s commitment to relationship-based policing by explicitly separating law enforcement <br />25 duties from school disciplinary functions, ensuring a secure and equitable environment for <br />26 all students while meeting the September 1, 2025, deadline for state-mandated policy <br />27 implementation. <br />28 <br />29 Policy Objectives <br />30 The policy objective for the amended contract is to update the interagency agreement <br />31 between the City and the School District to ensure the School Resource Officer (SRO) <br />32 program operates with maximum transparency, legal compliance, and a commitment to <br />33 student safety.
