No citizens addressed the Commission. <br />184 <br />185 Consistent with the staff recommendation, the Planning Commission voted 7-0 to recommend approval <br />186 of the comprehensive plan land use map change and rezoning as requested by the Minnesota State <br />187 Patrol (see Attachment 5). And while not a requirement that the Planning Commission make a <br />188 recommendation to the City Council on the request for allowance of the “special or object-oriented <br />189 buildings” provision provided in the Institutional zoning district regulations, the Planning Commission <br />190 discussed this need and signaled support. <br />191 <br />192 Requested Council Action <br />193 Staff recommends the following three actions be taken to approve the request to redevelop 1500 <br />194 Highway 36 West with a headquarters facility serving the Minnesota State Patrol: <br />195 1.Adopt the Resolution provided as Attachment 6, approving Comprehensive Land Use Map <br />196 Change of 1500 Highway 36 (includes the following three parcels – 10-29-23-33-0001, 10-29-23- <br />197 34-0002 and 10-29-23-33-0002) be re-guided from Core Mixed-Use and Employment to <br />198 Institutional. <br />199 2.Adopt the Ordinance provided as Attachment 7, rezoning 1500 Highway 36 from Employment <br />200 District (E-1) and Core Mixed-Use District (MU-4) to Institutional (INST) District. <br />201 3.By motion, approve the Minnesota State Patrol as a Special or Object-Oriented Building based <br />202 on the content of the Request for City Council action dated March 23, 2026 and subject to <br />203 compliance with the plans and specifications provided as Attachment 8. <br />204 <br />205 Alternative Actions <br />206 1.Pass a motion to table the item for future action. An action to table consideration of the <br />207 requested variance must be based on the need for additional information or further analysis to <br />208 reach a decision on one or both requests. Tabling may require extension of the 60-day action <br />209 deadline established in Minn. Stat. 15.99 to avoid statutory approval. <br />210 2.Adopt a resolution denying the requested land use map change and rezoning.
