<br />133 with these individuals on whether a proposed project advances any goals and/or strategies of the <br />134 Plan. The Planning Division has included two such goals and their strategies that align well with the <br />135 proposal to change the current land use guiding and zoning: <br />136 <br />137 Goal — Create regulations that allow renovation and redevelopment of spaces that could be <br />138 used to support a variety of small businesses. <br />139 Strategies: <br />140 Promote and support the redevelopment of physically and economically obsolete or underutilized <br />141 property. <br />142 <br />143 Goal — Create an attractive, vibrant, and effective city with a high quality of life by implementing <br />144 placemaking principles in the design and management of the public realm. <br />145 Strategies: <br />146 Create design standards for both vertical and horizontal mixed-use developments, not only so <br />147 that the uses are compatible, but so that the scale, mass, and feel of new development <br />148 enhances the desired community character. <br />149 <br />150 As has been stated previously, the request by the Minnesota State Patrol to change to Institutional land <br />151 use and zoning classifications are to ensure the use (state agency headquarters facility) aligns with the <br />152 intended purpose of the land use and guiding classifications for civic, school, library, church, and similar <br />153 uses. Therefore, Planning Division staff support the proposed land use map change from Employment <br />154 and Core Mixed-Use to Institutional. <br />155 <br />156 Zoning Map Change <br />157 It is required that the City’s official Zoning Map aligns with the Comprehensive Plan’s land use guide <br />158 plan map. Given staff’s support to change the land use guide plan map, Planning Division staff supports <br />159 the rezoning of the properties from Employment (E-1) District and Core Mixed-Use (MU-4) District to <br />160 Institutional (INST) District. <br />161 <br />162 Therefore, if the Comprehensive Plan change is supported by the City Council, the requested Zoning <br />163 Map change becomes a procedural step to ensure the zoning map continues to be “consistent with the <br />164 guidance and intent of the Comprehensive Plan” as required in City Code §1009.04 (Zoning Changes). <br />165 <br />166 The City Planner has contacted the City’s sector representative with the Metropolitan Council to discuss <br />167 the land use map change.
