<br />REQUEST FOR COUNCIL ACTION <br />Date: 4/6/2026 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Recive Presentation on Draft Climate Equity Action Plan <br />1 <br />2 Background <br />3 Roseville’s 2040 Comprehensive Plan set forth a goal to support Minnesota’s Next <br />4 Generation Energy Act goal of an 80% reduction in communitywide greenhouse gas <br />5(GHG) emissions, from 2005 levels by 2050, through leading by example in addition to <br />6 education, incentives, and regulation to encourage action by residents and businesses. <br />7 <br />8 Since the 2040 comprehensvie plan was adopted, Minnesota released a Climate Action <br />9 Framework in 2022 with an updated goal for the state to reach carbon neutrality by 2050, <br />10 with plans to substantially reduce GHG emissions and offset remaining emissions with <br />11 carbon sequestration throughout the landscape. Similarly, the Metropolitan Council will now <br />12 require cities' 2050 comprehensive plans to include carbon reduction goals. Roseville <br />13 completed a Vulnerable Populations report in 2017 and an Energy Action Plan in 2021, but <br />14 currently lacks a comprehensive climate equity action plan to direct City planning, <br />15 programming, and budgeting with regards to climate change adaptation and mitigation <br />16 across the community. <br />17 <br />18 Roseville staff applied for and was awarded a Minnesota Pollution Control Agency (MPCA) <br />19 Local Climate Action Planning grant in the amount of $49,975, with a required 50% match, <br />20 to develop a climate equity action plan. Similarly, Ramsey County applied for and was <br />21 awarded the same MPCA grant to assist the cities of Lauderdale, Roseville, and Shoreview <br />22 in developing climate action plans by providing data, updated vulnerability assessments, <br />23 and a template to develop a plan and goals that align with the climate goals of both the <br />24 County’s and the State’s climate frameworks. <br />25 <br />26 Staff has been working with paleBLUEdot, LLC, since August 2025 on plan development <br />27 and community engagement, and has also developed five baseline research documents to <br />28 inform the plan, goals, and actions. We have engaged over 350 community members <br />29 through two public meetings, citywide surveys, and storytelling opportunities, and their <br />30 feedback and comments have been woven into the actions and goals presented in the draft <br />31 Climate Equity Action Plan.
