<br />36 The City of Roseville set forth a goal to reduce greenhouse gas emissions by 80% by 2050 <br />37 relative to 2005 levels. Roseville’s strategic planning process also identified the <br />38 development and implementation of a climate action plan as a key indicator of success in <br />39 the goal of developing reliable and sustainable infrastructure within the city. <br />40 <br />41 Equity Impact Summary <br />42 There should be no equity impacts with the creation of a Climate Equity Action Plan. The <br />43 plan will include community input and have several components involving outreach and <br />44 engagement to all Roseville residents, with a goal to limit the harms and challenges caused <br />45 by climate change. These harms can include, but are not limited to, adverse health effects <br />46 during periods of poor air quality or extreme heat, increased energy burden for heating and <br />47 cooling costs during periods of extreme heat or cold, and reduced access to transportation <br />48 or shelter in the case of severe weather or other community-wide emergencies. A climate <br />49 equity action plan will include strategies to ensure all residents can enjoy a high quality of <br />50 life in Roseville. <br />51 <br />52 Budget Implications <br />53 The City of Roseville was awarded a $49,975 grant from the MPCA for local climate action <br />54 planning. The City is required to match 50% of project costs. The 2026 environmental fund <br />55 budget includes $50,000 budgeted for professional services to create a climate action plan, <br />56 which staff will draw from to cover our required match. Ramsey County will provide their <br />57 technical assistance at no cost to the cities, outside of staff time for planning and <br />58 implementation.
