REQUEST FOR COUNCIL ACTION <br />Date: 4/13/2026 <br />Item No.: 10.d. <br />Department ApprovalCity Manager Approval <br />Item Description:Adopt a Resolution exercising the city's authority to opt in to, and support, the <br />Ramsey County Economic Development Agency <br />1 <br />2 Background <br />3 During the 2025 legislative session, Ramsey County obtained special legislation from the state to <br />4 expand eligible uses of the County's Housing and Redevelopment Authority (HRA) to include <br />5 entrepreneurship and business programming, uses reserved for economic development authority <br />6 powers, effectively creating the Ramsey County Economic Development Authority. The Roseville City <br />7 Council supported this legislation through its adopted 2025 Legislative Priorities. The bill approving the <br />8 special legislation contained two provisions: 1) the Ramsey County EDA would not have tax levy <br />9 authority, and 2) cities within the County's HRA area of operation would be required to opt in to business <br />10 programming. <br />11 <br />12 City staff recommends the City Council opt in to the Rasmey County EDA to ensure Roseville is eligible <br />13 for funds supporting entrepreneurship and business programming. Attachment 1 contains the resolution <br />14 exercising the city's authority to opt in to, and support, the Ramsey County Economic Development <br />15 Agency. The County has provided Attachments 2 and 3, outlining their anticipated EDA implementation <br />16 and addressing frequently asked questions. In summary, staff would note the following: <br />17 Tentative plans include an allocation of $1.5-$2 million yearly from the existing HRA levy for <br />18 business focused programming. <br />19 The Ramsey County EDA intends to focus on improving the capacity of business support <br />20 organizations ($250,000), expand technical assistance service offerings ($250,000), create new <br />21 cohort-based learning opportunities ($250,000), establish data gathering, research & reporting <br />22 opportunities ($250,000), and provide direct support to projects and businesses that deliver <br />23 business growth ($1 million). <br />24 The County's existing portfolio of business programming, including Open to Business, CEO <br />25 Next, CEO Now, and Ramsey County Means Business will remain unchanged for 2026. <br />26 <br />27 <br />28 Policy Objectives <br />29 Opting in to, and supporting the Ramsey County EDA in turn supports the City's economic vitality <br />30 strategic priority. The County's proposed entrepreneurship and business programming will advance the <br />31 desired impact that Roseville has a diverse and stable business community and aligns with the goal to <br />32 create a climate that supports the retention and expansion of Roseville businesses.
