Mr. Freihammer then introduced the Lydia Avenue segment, described as the <br />development of an off -road pathway between Snelling Avenue and Hamline <br />Avenue along the north side of Autumn Grove Park. He noted that this segment <br />was added during the 2021 pathway master plan update at the request of <br />residents and had already gone through neighborhood engagement and Council <br />approval. He added that a portion of the pathway along Hamline Avenue is <br />expected to be constructed this year. <br />Member Luongo expressed support for retaining the Lydia Avenue segment, <br />noting that it provides a direct connection to Northwestern and serves students <br />living in the neighborhood's eastern portion. <br />Chair Ficek confirmed that Lydia functions as a collector roadway, reinforcing <br />the need for pedestrian infrastructure. <br />Member Brokaw Palalay also supported the segment, and the Commission <br />agreed it addresses a clear need. <br />Mr. Freihammer noted that the segment was originally requested by residents <br />and had received general support during prior engagement, with only limited <br />opposition. He added that implementation could include a road diet to improve <br />safety and accommodate the pathway. <br />The Commission agreed to keep the segment. <br />Mr. Freihammer then revisited a County Road C segment related to <br />constructing a sidewalk on the north side between Western Avenue and Rice <br />Street. He noted that this overlapped with a previously discussed segment and <br />recommended keeping the updated version and removing the duplicate. <br />The Commission agreed. <br />Mr. Freihammer introduced segment 7 on Fairview Avenue, north of County <br />Road B2, described as the development of an off -road pathway between County <br />Road C2 and County Road D. He noted that the corridor currently lacks <br />pedestrian facilities and functions more like a rural roadway with wide <br />shoulders. <br />The Commission agreed that, given traffic levels and the need for connectivity, <br />the segment should be retained. <br />Mr. Freihammer concluded by noting significant progress in reviewing the <br />segments. <br />Chair Ficek suggested pausing at that point. <br />Page 26 of 28 <br />
