1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 * * * * * * * * * * * * * * * * * <br />5 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />6 Roseville, County of Ramsey, Minnesota was duly held on the 8 day of June, 2026, at 6:00 p.m. <br />7 The following members were present: , , , , and Mayor . <br />8 and the following were absent: . <br />9 Member introduced the following resolution and moved its adoption: <br />10 RESOLUTION No. <br />11 RESOLUTION APPROVING WILLOW POND ENVIRONMENTAL ASSESSMENT <br />12 WORKSHEET (EAW) PROJECT <br />13 WHEREAS, the City of Roseville (“Proposer”) proposes to dredge approximately 20,000 cubic <br />14 yards of sediment from Willow Pond; and <br />15 WHEREAS, the project crosses the threshold of a mandatory environmental assessment <br />16 worksheet (“EAW”) by proposing a change to the cross section of a Minnesota Department of <br />17 Resources Public Waterbody per Minnesota Rules, part 4410.4300, subpart 27; and <br />18 WHEREAS, the EAW was prepared by Kimley-Horn using the form approved by the Minnesota <br />19 Environmental Quality Board (EQB) for EAWs in accordance with Minnesota Rules, part <br />20 4410.1300; and <br />21 WHEREAS, the City of Roseville submitted a copy of the EAW to all public agencies on the <br />22 EAW distribution list and published EAW availability in the EQB Monitor on March 31, 2026, <br />23 in accordance with applicable state laws, rules, and regulations; and <br />24 WHEREAS, the EAW comment period lasted from March 31, 2026 to April 30, 2026, and three <br />25 (3) regulatory agencies and no members of the public submitted written comments during the <br />26 comment period; and <br />27 WHEREAS, the City of Roseville acknowledges the comments received from the Minnesota <br />28 Pollution Control Agency, Minnesota Department of Natural Resources, and the Metropolitan <br />29 Council; and <br />30 WHEREAS, city staff reviewed the proposed record of decision and finds it to be consistent with <br />31 the evidence submitted to the city and the applicable statutes and regulations, to the best of their <br />32 knowledge, and recommends the city council approve the findings of fact and record of decision <br />Qbhf!6!pg!669 <br /> <br />
