<br />-2- <br /> <br />The estimated cost of such improvement is Eleven Thousand Dollars <br />($11,000.00). Such persons as desire to be heard with reference <br />to this proposed improvement will be heard at this meeting. <br /> <br />!s! Richard W. Turnlund, <br />Village Clerk. <br /> <br />The Mayor stated that the records would show that the above affidavit <br />and certificate are on file. <br /> <br />The Mayor called upon the Village Engineer to present engineering facets <br />of the improvement. <br /> <br />Mr. Hanson, the Village Engineer, stated that this was a street improve- <br />ment of approximately 600 feet of street to be designed to ~1innesota <br />Highway Department specifications for a 7 ton loading. It was anticipated <br />construction would be in asphalt and would include a drainage appurtenance <br />to form a catch basin at the intersection of Pascal Avenue and Commerce St. <br /> <br />The Mayor then called on the Village Clerk to present the proposed financ- <br />ing of the improvement. <br /> <br />The Village Clerk indicated that the Council planned to finance the <br />improvement on a two year assessment basis. Assessments would be levied <br />gainst State Farm Mutual Insurance Companies and the Blomberg Properties, <br />adjoining property owners. A supplemental agreement would be made with <br />Target Stores, Inc. for a share in the cost of the improvement, not to <br />exceed 37 1!2% of the total cost. The remaining cost of the improvement <br />would be apportioned between the State Farm Mutual Insurance Companies <br />and the Blomberg properties on the basis 75% and 25% respectively. <br /> <br />The Mayor asked if there was anyone in the audience who wished to be <br />heard. <br /> <br />Those appearing were: <br /> <br />For the improvement - None <br />Against the improvement - None <br /> <br />Asking questions - Mr. John Daubney, Attorney. Mr. Daubney asked if arrange- <br />ments between Dr. Blomberg and Target Stores regarding installation of the <br />road under private auspices had been abandoned. He indicated that his last <br />information from the Doctor was that an agreement had been reached. <br /> <br />The Mayor stated there was some confusion at this point since the last <br />information he had received was that Doctor Blomberg had reached an <br />agreement with Target Stores; however, the Village Clerk had talked with <br />representatives of Target Stores late in the afternoon and they had in- <br />dicated no such agreement had come about. <br /> <br />Raymond H. Rivard, 1322 E. County Road E - Mr. Rivard indicated he was <br />ne sub contractor bidding on the storm sewer work involved. He asked <br />_or clarification of the Council's intentions on the bid received the <br />morning of May 20, 1963. <br />
