<br />-2- <br /> <br />Shields Moved, Grauel Seconded, that the public hearings on <br />Improvements 67-31 and 67-25 be continued until October 16, 1967; <br />and that the people and their representatives meet with the Village <br />Planner, Mr. Dahlgren, and come back with a report. Roll Call, <br />res (5) - Nays (0). <br /> <br />The Mayor opened the public hearing on Improvement S-67-32. <br /> <br />The Village Manager presented an affidavit showing publication <br />of notice of hearing on proposed improvement in accordance with <br />the resolution adopted August 14, 1967, which affidavit was <br />examined and found to be satisfactory and was directed to be filed <br />by the Manager. The Village Manager also exhibited a Certificate of <br />Mailing Notice of Hearing to all affected property owners, which <br />affidavit was examined and found to be satiSfactory and was directed <br />to be filed by the Manager. <br /> <br />TIle Mayor then directed the Manager to read the description of the <br />proposed nature and estimated cost of the proposed improvements <br />and the area proposed to be assessed therefor, as stated in the <br />published notice of hearing. <br /> <br />The Public Works Director gave a report on the engineering aspects <br />of the proposed improvement. <br /> <br />After !tearing the report. all persons present were afforded opportunity <br />to beheard and the following appeared: <br /> <br />JOHN DAUBNEY, Commissioner of Ramsey County. He asked if the sewer <br />levation was such that service could be provided to the County <br />....each \vest of Lexington. If the County can obtain sewer service it <br />will bear its fair share of special assessments. <br /> <br />JAY HARTlVIG, owner of Dairy Queen Store, 3070 Lexington Avenue. He <br />asked ho\.,r assessments would be levied and \vhether he would sustain a <br />side assessment. It was determined that the side street, Brenner <br />Avenue, had been vacatedj thus, there would be no side street <br />assessment. <br /> <br />WARREN BRENNAN, 3090 Lexington Avenue. He supported the improvement <br />provided that the Council apply its policy of assessing $10 per front <br />foot. <br /> <br />The Mayor closed the public hearing and the following motion was made. <br /> <br />Grauel Moved, Goodrich Seconded, that Resolution No. 1886 ordering <br />Improvement S-67-32 and preparation of plans be adopted. Roll Call, <br />Ayes (5) - Nays (0). <br /> <br />Grauel Moved, Goodrich Seconded, that the request by William Weitzman <br />for special use permit for a planned residential development and a <br />zoning variance be set up for a hearing on October 9. 1967 j and that <br />the matter of allowing a special use permit to construct parking area, <br />garages and a swimming pool in an R-2 area adjoining the development <br />l-~ referred to the Attorney for an opinion. Roll Call, Ayes (5) - <br />.Lys (0). <br /> <br />Grauel Moved. Curley Seconded, that the Helerud and Bentley request <br />for special use permit be retur~d to the developers for furnishing a <br />better plan.
