<br />VILLAGE OF ROSEVILLE <br /> <br />Regular Meeting of the Village Council ~ January 20, 1969. <br /> <br />The Village Council met on the above date with the following <br />members present: Acting Mayor Curley, Councilmen Grauel, <br />Linebarger and Shie Ids. Absent: ~1ayor ~1ol1. <br /> <br />Grauel ~ved, Shields Seconded, that the minutes of the regular <br />meeting of January 13, 1969 be approved. Roll Call, Ayes: Grauel, <br />Linebarger, Shields and Curley. Nays: None. <br /> <br />Acting Mayor Curley opened the public hearing on Improvement 68-13. <br /> <br />The Acting Village Manager presented an affidavit showing publi- <br />cation of notice of hearing on proposed Improvement No. 68-13 in <br />accordance with the resolution adopted November 18, 1968, which <br />affidavit was examined and found to be satisfactory and was directed <br />to be filed by the Manager. The Acting Village Manager also exhibited <br />a Certificate of Mailing Notice of Hearing to all affected property <br />owners, which certificate was examined and found to be satisfactory <br />and was directed to be filed by the Manager. <br /> <br />The Acting Mayor then directed the Acting Village Manager to read the <br />description of the general nature and estimated cost of the proposed <br />improvement and the area ~roposed to be assessed therefor, as stated <br />in the published notice of Hearing. <br /> <br />The Consultant engineer presented engineering aspects of the <br />improvement. <br /> <br />The Public Works Director presented the proposed assessment policy. <br /> <br />TIle Fiscal Consultant presented the financing of the improvement. <br /> <br />All persons present were then afforded an opportunity to be heard by <br />the Council, and the substance of the views presented by them were as <br />follows: <br /> <br />MR. BERNARD LITMAN, Attorney at Law, Minnesota Building, St. Paul, <br />Minnesota, representing Mr. Clarence Krueger, owner of Lot 2, Block l~ <br />In favor of the improvement. One of the signers of the original <br />petition presented to the Council. His property cannot be improved <br />without having Fulham Street opened up. <br /> <br />MR. VICTOR VIK, 2118 Midlothian Road. He can't get a permit to build <br />until the street is put through. In favor of the improvement. Said <br />that he was agreeable to stand the cost of the assessments. <br /> <br />MR. FLOYD FOSLIEN, 2176 North Rosewood Lane: Previously owned the <br />house at 2250 St. Stephens Street. When he sold that property he re~ <br />tained the back part of the lot which would be the east half of Lot 3, <br />Block 3, Todd's Outlot. He's paid sewer and water assessments for <br />about ten years. It's a completely unusable lot and he's been denied <br />a building permit. Only the nei~\bors benefit although he's paying <br />taxes and assessments of between $250 and $300 a year. He assumed that <br />when the sewer and water were put in the s tree t would soon follow.
