<br />-3- <br /> <br />The Village Manager also exhibited a Certificate of Mailing Notice of <br />Hearing to all affected property owners, which certificate was examined <br />and found to be satisfactory and was directed to be filed by the Manager. <br /> <br />The Mayor then directed the Manager to read the description of the <br />general nature and estimated cost of the proposed improvement and the <br />area proposed to be assessed therefor, as stated in the published notice <br />of hearing. After reading of the notice. all persons present were <br />afforded opportunity to be heard, and the names and addresses of the <br />persons appearing and heard by the Council, and the substance of the <br />views presented by them were as follows: <br /> <br />Mr. Glenn J~lnson, 1535 W. County Road B-2: Indicated that he and his <br />neighbors feel there are other things that should be done in their area <br />before thinking about street lighting. The access road is inadequate. <br />they had been promised a 12 foot median strip between their service road <br />and County Road B-2 and only received six feet, and there should be some <br />supervision of the rapid traffic on County Road B-2. He also presented <br />a petition to the Council with 36 signatures opposing the proposed improve- <br />ment between Hamline and Snelling. He further said they oppose the <br />improvement because it will light the front yards and the living rooms <br />and bedroans of many of the homes and will deteriorate the value of the <br />homes. <br /> <br />Mr. Gustafson, no address given: Asked what the cost would be to operate <br />and maintain the lights. <br /> <br />Mr. Glenn Johnson, 1535 W. County Road B-2. (Spoke before): He said <br />that they are already getting a lot of light from the lights at Snelling <br />Avenue and Highway 36. <br /> <br />Mr. Matt R. Ruohoniemi. 1477 West "County Road B-2: He faces Zimmerman <br />Lake and said that the lighting will light up the road in front of his <br />home and wi 11 spoil the view. He said the street is no longer a normal <br />village street. but a race track. and he thought the lighting should be <br />handled in a different way. Also asked what connection the golf course <br />had with this street lighting improvement. <br /> <br />Mr. Oscar Husby, 2400 North Pascal: Said he strenuous ly objects to the <br />lighting as proposed. In his opinion the liWlting would benefit only the <br />Dayton Development Corporation. Further said that the people in his area <br />have already been "sacrificed enough". Since he and his neighbors will <br />not be assessed or taxed for the improvement, he believes this is an <br />indication that they will not be benefited by the improvement. He said <br />that what they could use instead of the floodlighting would be a control <br />of the speed limits on County Road B-2 and a four foot ledge on the six <br />foot buffer between County Road B-2 and the service road to cut down the <br />noise level. <br /> <br />Mr. Harold A. McCarty, 1425 W. County Road B-2. Opposed to the proposed <br />improvement. He said they bought property there and built homes there <br />because of the view of the golf course and the lake. He and his neighbors <br />feel the lighting will almost eliminate their view of the golf course and <br />the lake and, therefore, will depreciate the value of their property. <br />
