The Uayor then directed the Nanager to read the des-

cription of the general nature and estimated cost of the

proposed improvement and the area proposed to be assessed

therefor, as stated in the published notice of hearing.

After reading of the notice, all persons present were

afforded opportunity to be heard, and the names and addresses

of the persons appearing and heard by the Council, and the

substance of the views presented by them were as follows:

Improvement SS-70-1l, W-70-l2 and P-ST-70-13

Village Manager Raymond presented a letter of last year
from Mr. T. M. Wi11mus objecting to some of the proposals made
at the hearing for this improvement last year.

r1R. T. M. WILLMUS, 3040 North Hamline: Owns about lS
acres of property in the improvement west of Fairview Avenue..
Said his principal goal is to seek access into his property be-
cause they have plans to commence developing later this year.
"I do not feel that I need Prior Avenue at this time, nor do I
want to see other property owners in the area burdened with
assessments if their attitude is such that they do not need or
have a desire for these streets. I can get along with 600, 800
feet of Oakcrest or 1000 feet, or I just want to get something
started in the area. I would, however, like to have a long
range idea of what is going to happen - if Prior Avenue, for
example, is not going to connect to County Road C, then I should
utilize that property and we should determine at this time if
I can build up to the line or within the limits of the line.
However, if there is a good chance that at some time in the
future Prior Avenue would be constructed north of Oakcrest
to County Road C then I should provide for it at this time,
but I feel we do have a substantial investment in this property
and it's the next piece that we'll be developing in Rosevi1le.
We would like to do it - have this access to the property in
the form of a public road rather than a private street.1I
Mayor Linebarger asked, "you're opposed to Prior Avenue but
you want Oakcr0st started?" Mr. Willmus: "I have a question
