The t~yor then directed the Manager to read the des-

cription of the general nature and estimated cost of the

proposed improvement and the area proposed to be assessed

therefor, as stated in the published notice of hearing-

After reading of the notice, all persons present were

afforded opportunity to be heard, and the names and addresses

of the persons appearing and heard by the Council, and the

substance of the views presented by them were as follows:

I
Improvement ST-71-8

MR. EDWARD SALVERDA, 646 County Road C: Referring to
pictures shown by Mr. Short, asked how often there was such a
heavy rainfall.

MR. DIRK POSTEMA, 953 W. Millwood Avenue: Said that he
used to own all of the property north of Millwood and saw no
purpose in having a storm sewer there. He had seen many heavy
rains the~e but had never seen water standing there. If you have a
downpour, anybody could see water there. From that piece of property
it's a natural slope and there are no washouts. He would like to
see the street improved. No point to the storm sewer because the
water drains by itself anyway.

MR. THOMAS SWANSON, 1037 Brenner: Has lived at this address
for 10 years. Referred to the first three slides shown by Mr.
Short and said that was the only time in 10 years he could recall
any kind of water like that. It has natural drainage which is
the access to Little Lake Josephine. Opposed to the improvement.

VIRGINIA EICHENAUER, 966 Millwood: Said they're at the
low point and have no problem. They have natural drainage
that goes to little Josephine. They have no water in the
basement or yard. Said she sees no need for the sewer.
Further, if the culverts are open they have no problem with the
street. Mayor Linebarger indicated he had received a number of
calls from people north of that location complaining about the
condition of the street. Mrs. Eichenauer said all the street
needs is a "decent grade".
